Favors mostly in terms of electoral consensus. Valletta, like her colleague Luisa Fracasso, had been subjected to the interdictory measure of suspension from service for 12 months. The lawyer, Amilcare Tana, had made a request to the investigating judge Silvia Saracino, arguing that – since these were accusations dating back to 2019, and there being no further recent episodes to note – there were no precautionary needs. But the investigating judge had rejected it.

The Review

The Review Court (president Simona Panzera) instead shared the observations of the defence, which appealed. The precautionary measure that had been ordered on 12 April was therefore revoked. As part of the same investigation, the suspension remains for Fracasso, as well as for the employee of the Local Police, Carlo Corvino.
A similar decision had been taken previously, again by the Review, for Piervitale Frassanito, who returned to service after the appeal formulated by the lawyer, Luigi Corvaglia, was accepted.
According to the investigation, at least 500 of the 800 minutes seized were illegally cancelled. In all, 46 people were investigated, most of them motorists or similar people who would have obtained the advantage, i.e. the total or partial elimination of the reports. In exchange for a flow of support aimed at at least two centre-right political exponents, Antonio Finamore, partner of one of the two police officers, municipal councilor then as now, and Luca Pasqualini, former councilor for the municipal police, currently without political office.

The investigations

The investigative activity continues, conducted by the financiers of the Economic and Financial Police Unit of Lecce and coordinated by prosecutors Alessandro Prontera and Massimiliano Carducci. The crimes of criminal association, corruption, abusive access to databases, forgery and suppression of public documents are contested for various reasons. The investigation, born in 2019 from an offshoot of the maxi “Council Housing” proceeding, started immediately with a series of searches. The role of leader and promoter is attributed to Luca Pasqualini, as councilor for Traffic, Mobility and the local police at the time of the events, who “ensures political coverage for the association”. It would have been he who had Commissioner Luigianna Vizzi removed from the Reports office in 2015, after having reported the alleged irregularities found to Commander Donato Zacheo.
Zacheo, who was interviewed during the investigations and provided his contribution to the Prosecutor’s Office, had been subjected to disciplinary proceedings, which were definitively closed on the basis of his defense briefs. “There do not appear to be any elements emerging that can adequately identify actions aimed at neglecting and/or neglecting one’s managerial responsibilities”, the motivation states. And it is also noted that the commander placed himself “at the disposal of the judicial authority, informing both the soldiers of the Financial Police and the public prosecutor of every fact and situation useful for the purposes of the investigations”.
