“Everyone’s Constitution. Dialogue on the premiership” is the title of the meeting taking place in the Chamber of Deputies (Queen’s Room), tomorrow, Wednesday 8 May 2024 at 5pm, promoted by the Alcide De Gasperi and Bettino Craxi Foundations. The theme of the future of the Nation, of its modernization, will be discussed in front of an audience made up of entrepreneurs, professionals, academics, scientists, artists and athletes: a representative cross-section of the ruling classes.

The proceedings will be opened by greetings from the President of the Chamber of Deputies, Lorenzo Fontana, and the Minister for Reforms, Maria Elisabetta Alberti Casellati, followed by introductory speeches from the presidents of the two Institutes, Angelino Alfano and Margherita Boniver. The panel, moderated by Maria Latella, includes interventions by four scholars of different backgrounds and sensibilities: Giovanni Orsina, full professor of Contemporary History at LUISS Guido Carli, Francesco Clementi, full professor of Comparative Public Law at “La Sapienza” University, Anna Maria Poggi, professor of comparative public law at the University of Turin and Luciano Violante, honorary president of the Italia Decide Foundation. The afternoon will end with the speech of the President of the Council of Ministers, Giorgia Meloni.

It will be a dialogue on the premiership on the day in which the text on the introduction of the direct election of the Prime Minister issued by the Commission arrives in the Senate. And it will be a dialogue based on the assumption that the Constitution, what it establishes and the way in which it articulates the functioning of the republican institutions, does not only concern professionals. But above all on the certainty that the Constitution belongs to everyone. It belongs to everyone because it defines that common heritage of values, principles, rights and duties in which we all recognize ourselves and within which the different positions find a basis for comparison. Since government instability weakens a nation in international relations and in the economy, the intent is to underline that institutional reforms, including the premiership, are not in conflict with the institutional powers, founding principles and objectives of our Constitution. On the contrary, they intend to adapt these principles and objectives to a profoundly changed context, to a complex and globalized contemporaneity in which the certainty of the fundamental powers of the State must be guaranteed. In an effective democracy it is necessary that the mandate of the voters corresponds to a stable legislature, where the program that has obtained the trust of the voters is fully implemented.

It will therefore not be a specialist conference between professionals but rather a moment of discussion with citizens. Personalities and managers from the most diverse sectors were invited to the event, making up a significant part of Italian society, its ruling class and that citizenry which holds sovereignty in democratic systems worthy of the name.
