(Arv) Venice 7 May. 2024 – The Veneto Regional Council today began examining the Regional Law Project no. 238 of the Council “Regional regulations on strategic environmental assessment (SEA), environmental impact assessment (EIA), environmental impact assessment (VINCA) and integrated environmental authorization (AIA)”.
The provision was illustrated in the Chamber with the report of the Second Commission, in which it was based, which had dismissed it by majority, after having reworked it in its main aspects, no longer making reference to the PNRR, but transforming it into a Framework Law on environmental matters .
The objective is precisely to reform the regulations on environmental matters, with the aim of simplification, making a regulatory adjustment, through the complete referral to the national legislative provisions implementing the community directives on SEA, EIA, VINCA and AIA (Legislative Decree 152 of 2006 and Presidential Decree 357 of 1997), with the simultaneous repeal of incompatible and/or outdated regional legislative provisions and the postponement, for the necessary implementation regulations, to subsequent regulation by the Regional Council.
In essence, a regulatory reorganization would be carried out to eliminate inconsistencies and antinomies, with the repeal of regional provisions that conflict with, or are merely repetitive of, the state legislation regulating the matter. At the same time, we make use of the spaces of legislative competence attributed to the Region on the organizational and implementation level of state provisions.
The Veneto Regional Council will continue its work on PDL 238 in the next session, which will be scheduled for Tuesday 21 May next, when the article will be examined, including its amending part.
