MODENA. «Now the stamp from the accounting judiciary has arrived: the token doctors are the stone around the neck of the personnel management system of ASL Modena. We’ve been saying it for a long time, practically always. Indeed, we denounce it, because a company forced to pay even 12 thousand euros a month to a token operator it’s a polaroid of a red alert. It’s not enough to say that we have the best healthcare in the world. We need to act, rebuild and possibly do it together. Local health authority comes out of its ivory tower and immediately opens a discussion table.”
As Gennaro Ferrarageneral secretary of Cisl Fp Emilia Centralecomments on the lapidary words of the Court of Auditors on the budgets of the Modena Local Health Authority which stated that «the repeated use of shift doctors from cooperatives undermines the processes of rational organization of the staff».
«Having clarified in the introduction that the Modena Local Health Authority is navigating the waters made stormy by the cut on public health, what the magistrates say concerns, however, the management that is carried out in the territory – continues Ferrara -. Before the accounting judges, citizens understood this, for whom healthcare is worsening and becoming a hunting ground for private insurance companies. To get treatment you increasingly need to pay. Mayors understand this, with their hands tied every time one of their fellow citizens needs an urgent exam and doesn’t have the money to pay for it.”
According to Cisl «especially nurses and doctors understand this, crushed by grueling shifts and paid substantially little. We didn’t need the Court of Auditors to discover that at this rate there will be fewer and fewer doctors who will choose to work in conditions bordering on the impossible in public health.”
«That of the token doctors is seen by the hospital staff as a mockery. Overpaid, comfortable shifts, the possibility of keeping work and private life together. Local health authority Modena knows this well. She knows it because Cisl Fp reminded her of it almost every day, she knows it because the disappointment of his staff has reached alarming levels. We are a responsible union and, even today, we ask the Modena Local Health Authority to understand that what is underway is an earthquake and we need to stop, think about new engineering of the system and go back to investing where it is most necessary. It’s time to truly build a territorial healthcare system, capable of being less hospital-centric and of bringing all the actors back into the network, starting with family doctors and paediatricians, whose support would be fundamental – explains the CISL Fp Emilia Centrale trade unionist -. It should be noted that the Cau reform is not going as it should, this is demonstrated by the hospital staff, especially in the emergency rooms, who are constantly overbooked. We need to become aware of the fact that we cannot continue investing millions of euros in token operators, because this is a patch worse than the hole. This is why we ask the Modena Local Health Authority to, with great urgency, summon the unions not for a parade, not to say once again “everything is fine, we will make it” but to launch the Marshall plan for our healthcare».
