An investment worth almost 16 million euros, for sixteen years of concession, which promises to bring concrete advantages from an operational and management point of view and above all which is expected to produce substantial savings for the municipal administration of Quartu Sant’Elena. These are the outlines of the proposal to assign the “Energy and integrated management of the technical, air conditioning and elevator systems of the municipality’s buildings” service as well as additional Smart Services, approved during the work of the last Municipal Council of via Eligio Porcu. Now we will go to tender, after which the new regime will come into force with the successful tenderers of the concession.
“The partnership proposes the energy requalification of all municipal school and non-school buildings, for a total of 36 buildings,” explains the municipal councilor for public works Antonio Conti. “This includes the adaptation of the equipment already installed in the premises, the modification of some circuits of the distribution networks starting from the production plants, the thermal and/or refrigeration transformation of the systems, the adaptation of emission terminals and related devices responsible for thermoregulation inside. The smart interventions also concern the installation of panels, probes for monitoring parameters and lighting for 5 pedestrian crossings”.
Again: “The service includes the supply of electricity, fuel, the supply of heating and electrical systems and as part of this service the private partner takes on the role of responsible third party, taking on all the tasks administrative technician. Emergency assistance and 24 hour availability are also included in the concession agreement”
The awarding of the integrated management, maintenance and energy supply service represents the first public-private partnership de facto activated by the Municipality of Quartu Sant’Elena, in accordance with the provisions of articles 193 and 200 of Legislative Decree 36/2023 which regulate the matter, allowing institutional investors to make use, in the awarding of certain types of works or services, of the capacity of economic operators in possession of the suitability requirements previously established through the tender procedure.
Also noteworthy is the extremely relevant economic framework that supports the idea of partnership: the total amount is equal to €15,774,120.00 (€12,929,606.56 for works and services and €2,844,513.44 for VAT by law), of which €3,711,738.41 for investments entirely paid by the private partner. The Administration fee to be paid to the concessionaire will be 985 thousand euros per year. Given this, energy savings of 56% of diesel consumption and 18% of electricity consumption are expected. If the expected results were not to be achieved, the risks would remain borne by the proponent, while if additional savings were produced they would be shared equally between the concessionaire and the administration.
“With the same annual expenditure, the Administration will have a significant net investment gain and a more modern and efficient management of the systems resulting from lower energy dispersion”, concludes Councilor Conti.
