Photovoltaic systems: the Umbria region approved the financing criteria

A financial allocation of 8,825,000 euros for the installations and storage systems to be built on public buildings

Perugia, 04 May. 2024 – Within the overall strategy that aims to make Umbria a region at the forefront of the energy transition process, through the reduction of consumption and the increase in energy production from renewable sources, the Regional Council has approved the criteria of selection for the preparation of a public tender for the financing of photovoltaic systems and storage systems, to be built on public buildings for public use, and has quantified the financial allocation earmarked for the tender as a total of €8,825,000.00.

Regarding the implementation of Action 2.1.2 “Support for energy efficiency in public buildings, structures and systems (including residential construction)” of the PR FESR 2021-2027, the activation of energy efficiency measures for buildings is imminent public included in the ranking referred to in DD n. 3179 of 03.21.2024, which constitutes a portfolio of projects that can be immediately built and are eligible for financing.

The interventions, which concern the building-system system, mainly concern the thermal insulation of the building envelope (thermal insulation, replacement of fixtures, solar shading), the replacement of winter air conditioning systems, the installation of solar thermal systems and/or photovoltaic. To this end, a total financial allocation of €8,875,000.00 is envisaged.

Upon proposal of the Councilor for the Environment, the Regional Council simultaneously approved the technical-economic evaluation criteria for the preparation of a Program of regional interest, with direct identification methods under regional control, after surveying the project portfolio and the proposals for investment that can be activated to be carried out by the Umbrian Waste and Water Authority (AURI). Based on the results of the survey, with a subsequent act of the Regional Council, the Program of regional interest will be defined with the identification, in order of priority, of the financeable interventions, timing and implementation methods.

The financial allocation for the Program is quantified at €13,500,000.00. There are two distinct types of eligible interventions, with a total cost of at least €200,000.00, such as:

  • creation and strengthening of public infrastructures for the management, collection, reuse and recycling of waste and processing scraps as well as systems dedicated to the optimization of separate waste collection both in qualitative terms, for the recovery of secondary materials, and in quantitative terms, for the reduction of landfill disposal;
  • modernization, reconversion and construction of public plants for the treatment of urban waste, favoring those that convert no less than 50%, by weight, of non-hazardous waste subjected to separate collection into secondary raw materials.

Particular attention must be paid to investments aimed at the treatment and recovery of paper, textiles and plastic materials. It is specified that the interventions will be identified that will guarantee a significant increase in the percentage of recovery, compared to the current state, through technological systems that allow the selection and grouping by homogeneous materials (polyolefin plastics, PET, paper, cardboard, textiles by material).
