The local functions confsal represents and observes: “that with the union note of 02 May 2024 adopted in the general protocol of the municipality of Benevento at no. 51606, a request was made to the municipal secretary of Benevento anti-corruption and anti-delay and with the functions of president of the delegation dealing with the public part, Dr. Feola, according to the current rules of transparency and access to documents, to send via e-mail, indicated in the following n. 4 points of the aforementioned confsal note:
1)- to promptly and preventively inform the local functions confsal on all the procedures adopted with administrative and accounting acts concerning (staffing of employees; internal and external mobility; higher duties and change of professional profiles and new classifications in the respective categories and functions prescribed by the current collective bargaining agreement and contract; establishment of the decentralized resources fund; allowances for functions and incentives for employees relating to professional profiles and classification categories; allowances for positions of high functional qualification and anything else relating to the employees referred to in the ccnl 2019/2021 of the local functions sector.
2)- to transmit pursuant to art. 41 (tax exemptions) of law no. 300/1970 (workers’ statute) the resolution of the municipal council of Benevento n. 74 of 28 September 1998, concerning the regulation on the discipline of arming personnel with the qualification of public security agents of the municipal police.
3)- to transmit the resolution of the municipal council of Benevento n. 281 of 28 November 2023, including the regulations for the use of the “bodycam” to be assigned to municipal police operators and application of the regional regulation of Campania of the local police n. 1/2015, with attached tables a)- b)- c)- and d)- (ranks and badges) already implemented with resolution of the Benevento municipal council n. 141 of 28 September 2015.
In this case we would like to know if the commander of the municipal police of Benevento himself has the requirements to hold the aforementioned position of “lieutenant colonel” with ranks, badges and functions?
4)- to prepare, if not already programmed for operation on the institutional website, “transparent administration” with the immediate publication of all resolutions of the council and municipal council; managerial decisions; union decrees etc…, establishing with simplification of access and transparency 2 the digital historical archive “in chronological order by year, month and day adopted and produced by this municipal administration of Benevento, pursuant to legislative decree no. 82/2005 smi (digital administration code) and law no. 190/2012 and legislative decrees n. 33/2013 and n. 97/2016 and directives and guidelines and the national anti-corruption plan of the anac and piao 2024/2026 approved with municipal council resolution no. 100 of 16 April 2024.
Furthermore, the local functions confsal represents and observes “which requested the same anti-corruption and anti-delay municipal secretary and president of the delegation dealing with the public part, Dr. feola, to give preventive and timely “trade union information”, as listed in the points in the epigraph, with prompt and urgent feedback, within the terms of the law and the current trade union prerogatives and protections sanctioned by the Ccnl and ccnq and anti-corruption regulations and circulars of the public service n . 2/2017 and n. 1/2019 “.!
Confsal has local functions and will always be attentive and vigilant to protect the rights of trade unions and workers and citizens, pensioners, the elderly, young people, the unemployed, recipients of citizen’s income and vulnerable people.!
Trade union rights and transparency and legality and right of civic access in public administration are well protected by anti-corruption laws and regulations and by the European constitution and directives and are inviolable at a universal level: “we defend democracy and the freedoms of peoples”.!
