With an order last February, the Court of Cassation established that speed cameras require “the procedure of approval”, as their simple approval is not “enough, in itself, to make the assessment of vehicular speed considered legitimate”. There are seven fixed speed cameras installed by the Municipality of Ravenna, active 24 hours a day, located in via Bellucci in Ravenna, in Mezzano, Fosso Ghiaia, Mirabilandia, Castiglione di Ravenna, Osteria and Coccolia. Another two are used in turn, in numerous containers fixed on the road side, called veloboxes. None of these nine devices are approved.
For this reason the opposition city councilor Alvaro Ancisi asks the Council and the Mayor to «suspend the activity of speed cameras and veloboxes installed on municipal roads, provided respectively with authorization or ministerial communication, but not with approval, until they are in order». Not only that, Ancisi asks De Pascale, as president of the province, to do the same with all speed cameras on provincial roads.

«The Municipality faces reminders and requests for cancellation»
According to Ancisi, the lack of approval of speed detection devices «inevitably subjects the Municipality of Ravenna to judicial appeals intended to obtain the annulment of reports which have thus illegitimately ascertained violations of speed limits, with the consequent compensation for damages, monetary and otherwise, suffered by the sanctioned parties”.
«The citizens’ initiative can also be exercised, more simply for both parties, through a request, addressed to the Municipality itself, to cancellation in self-defense of the reports in question, with the obligation (according to the circular of the Ministry of the Interior n. 66/1995), that the commander of the Local Police transmits the documents to the Prefect so that he can proceed with their cancellation. This is the case, for example, of the request presented to the Municipality of Ravenna on 27 April by the engineer. Riccardo Merendi, referring to a report from October 2023, with which the Local Police of Ravenna, through an investigation with Velocar, had accused him of allegedly exceeding the speed limit which occurred in via Reale in Mezzano”, he continues.
«It is instead the duty of the mayor and his council to take action immediately, to avoid more serious responsibilities the operation of speed cameras and veloboxes without approval was immediately suspendeduntil they have it. Ignoring the incontrovertible ruling of the Court of Cassation today could in fact fatally take on the guise of malicious behavior prosecuted by the criminal code.”
