Hortus conclusus, management of events for associations

The administration calls on the associations to manage theHortus Conclusus. The Municipality thus aims to give a stable profile to the valuable place of art and culture with a high tourist rate, recently redeveloped thanks to the Integrated Sustainable City Program but still looking for a continuous management structure in terms of planning of cultural and spectacular site. The assignment will complement the ordinary opening and closing operations, already entrusted until the end of the year to the Ldr cooperative which will support the municipal employees in the task.

THE TARGET

The parable drawn by the municipal council with a resolution passed in recent days is that of the «public co-planning procedure for the shared management of valorisation of the property, through the contribution of third sector bodies, following the acquisition of a management project to be developed in the co-planning table”. The north star of the intervention will be the valorisation of the “Event Space” of the Hortus Conclusus complex, i.e. the area of ​​the Paladinian garden and the newly built event arena, partly paved and partly landscaped. The enhancement mission will also include the “Accessory Area of ​​the Hortus”, i.e. the space corresponding to the top floor of the former San Vittorino convent. As a result of the agreement stipulated last March 4 with the University of Sannio, this area was made available to the Municipality, with the use of vertical connections (lift, internal staircase, external staircase) to facilitate accessibility to the Hortus from via Also announced to disabled people. The presence of toilets and dressing rooms at the level of the arena area allows their use for the organization of shows, and the setting up of a refreshment point – bar which can also be used during the ordinary opening hours of the site . A non-negligible added value of this area is the wonderful panoramic view overlooking the Sabato valley below, making it a location of great appeal.

THE STAKES

But what activities can be carried out in the Hortus Conclusus? The indisputable charm of the site will have to deal with the primordial nature of a place of meditation and knowledge. The council resolution specifies in this regard that «the valorisation must include activities aimed at promoting knowledge of the complex as the cultural heritage of the Institution, and at ensuring the best conditions of use and public enjoyment of the same, in order to promote the development of culture ». No wedding banquets or noisy ad libitum events, therefore, but only green light for initiatives agreed with the administration with a view to shared programming of the structure. And moreover, upstream of the procedure remains the resolution dated 5 March 2019, with which the City Council formalized, after years of incredible delays, the donation of the master of the Transavantgarde, together with the specifications and regulations for use of the Hortus which require absolutely supervised use of the asset.

THE GUIDELINES

The association entity that will be awarded the co-planning will have to ensure at the same time some ordinary management activities as detailed in the resolution: «Maintenance of the area, cleaning of the bathrooms and, with particular attention, care and maintenance of the recently built green areas». Finally, the Mastella executive provides that «the valorization project must be accompanied by an economic and financial plan with the forecast of the proposed investment and its amortization over time, on which the duration of the planned activities will depend».
