LESS MANAGEMENT COSTS, MORE MONEY FOR ROADS AND SCHOOLS: PROVINCE OF L’AQUILA CONSOLIDATES BUDGET | Current news

L’AQUILA – “The line that the Province of L’Aquila will continue to follow is not to limit itself to ordinary administration and the mere management of what already exists, but to plan and invest in the years to come. The 24 million euro administrative surplus together with the Pnrr funds, combined with a solid financial situation will in fact allow us to continue to intervene on school buildings and roads for the benefit of citizens and the territory”.

It’s the satisfied comment of Angelo Carusopresident of the Province of L’Aquila, and mayor of Castel di Sangro, at the end of the meeting of the provincial council which approved the 2023 management report, a document which represents an assessment of the actual income and expenditure, compared to what is reported in the budget of forecast, in order to verify deviations and possibly to bring the accounts back into balance.

As illustrated in abundance of numbers and details by the manager of the General Accounting sectorPaola Contestabilethe institution in fact records a record administrative surplus of 86 million euros, of which 24 million are available for new investments, a reduction in management expenses of as much as 2 million euros, despite the increases in energy costs and raw materials, a cash fund of 180 million euros, the real estate assets which increase by 12 million euros.

“As already happened with the budget forecast approved in December, today, once again ahead of what was required by law, with the green light for the final budget for 2023, we recorded an extraordinary result – comments Caruso -. The 24 million euros of surplus ascertained will now be promptly used for already planned and emergency activities in the various sectors. Another important aspect to underline is that of the decrease in current expenditure: over the years we have managed to recover staff, hiring work units especially of a technical and administrative nature, we have purchased means for managing roads and despite these investments we are recording a drop in 2 million euros for ordinary management, a figure that goes against the trend of many other public administrations”.

Same concept reiterated by the auditor Felicia Mazzocchi: “Despite the Delrio law which reduced the functions, resources and personnel of the provincial bodies, the Province of L’Aquila has demonstrated that it has great administrative and spending capacity, carrying out important works, managing to also obtain an administrative surplus, decreasing for more than current expenditure”.

In the economic availability of the Province of L’Aquila, there are also the funds of the National Recovery and Resilience Plan (Pnrr) relating to school buildings for 12 million euros, which reach 15 million with the participation of the Province, to which are added 7 million euros of complementary funds to the Pnrr, reserved for seismic craters, and for the roads under the authority’s responsibility.

Funds that will be used in particular, explains Caruso, “while our skills are pending, for the energy efficiency of our schools and our gyms, with thermal insulation, replacement of old fixtures, the installation of photovoltaic panels in our school buildings and for gyms. Interventions which will then lead to important savings in terms of maintenance and operating costs.”

The provincial councilor of Fdi comments, Vincenzo Calvisi, with responsibility for traffic in the L’Aquila area: “The report gives us confirmation of a healthy organization with its accounts in order. The numbers are extremely positive and not at all obvious. The prudent management of public affairs is the premise for being able to give the answers expected by citizens, or as far as we are concerned, on the front on which much has been done, but there is still much to do, in Abruzzo and in Italy, of school buildings and roads”

The Contestabile manager concludes by commenting in turn: “the institution also records an increase in real estate assets of 12 million euros, and from a movable point of view of almost 800,000, with an increase compared to previous years. There are proven revenues of 77 million euros, even in the face of an increase in tax revenues. Finally, the cash fund of around 180 million guarantees full solvency towards suppliers”.
