LECCE – On Saturday the centre-right candidate Adriana Poli Bortone was in the Mezzagrande district to meet the residents.
“We hope it has informed residents about the vote against expressed by the centre-right on 23 July last to the resolution to bring the water and sewerage network in the district, thanks to the works that Acquedotto Pugliese, the Pugliese Water Authority and the Municipality of Lecce will carry out there and in the village of Sole, Wojtyla and Dario, Marangi, Borgo Piave, Case Simini, Frigole and Torre Rinalda – write the majority councilors of Lecce Public City – Progressive Civic – An investment of 12 million euros, which will be realized thanks to the acquisition from public assets of the parcels necessary to create the network, as established by the resolution against which the centre-right voted unanimously. And that we don’t forget. In fact, it is not enough to go to residential areas far from the city, or along the coast, to highlight the missing services if for twenty years we have forgotten to provide them with primary services and public spaces. If action has not been taken to reverse the trend, as the Salvemini administration has done, also by recognizing the PUG Mezzagrande and other external settlements as residential nuclei that are part of the city in contact with the countryside. The citizens know, because it is evident, who is taking it upon themselves, with every possible effort, to fully recognize the residents of these scattered centers as citizens of Lecce in all respects and who has done nothing in the past and today proposes again without tell how things really are. With that vote against, the united center-right lost the opportunity to show attention and support the completion of the water and sewerage network for those citizens. A vote against, written in the resolution, which has a clear and unique meaning: going against, opposing, overcoming the problems, trying to stop the future. We say Forward together Lecce!”.
THE REPLY: “CONTRADA MEZZAGRANDE: THE LIES OF THE COUNCILORS OF LECCE CITY PUBLIC HAVE SHORT LEGS, LIKE THEIR MEMORY”
“I learn, not without a certain amazement, of the statement from Lecce Città Pubblico regarding the visit of Senator Poli Bortone to Contrada Mezzagrande, which took place last Saturday – writes the minority councilor Gianpaolo Scorrano – The councilors of the municipality closest to Salvemini have incredibly tried to discredit the work of the mayoral candidate of the united centre-right, insinuating that she would not tell the truth to the residents about the minority’s vote against the City Council Resolution regarding the completion of the water and sewerage network in the marinas and, precisely, in Contrada Mezzagrande.
According to them, that ‘vote against, written in the resolution, would have a clear and unique meaning: going against, opposing, overcoming the problems, trying to stop the future’. Nothing could be more false, as well as unfair and, in some ways, even shameful! To tell the truth, in fact, that vote against was more than amply justified both in the competent Commissions and in the City Council and only those with a poor memory, or more simply in bad faith, can today try to distort its meaning for mere electoral purposes.
In any case and purely as an exercise in reminiscence, it is highlighted that the majority of Salvemini voted favorably for the Resolution in question, literally not caring about the provisions of State Law no. 448/1998, art. 31, paragraph 21, which provides for the obligation for the PA to obtain the consent of all the owners for the acquisition of the interested lands into public heritage and the related construction of the important infrastructure, and despite the partially contrary opinion of the Municipal Secretary and the totally negative one from the lawyer of the same institution, released already in the distant year 2021 by the lawyer. November and kept hidden from most.
The motivation of public interest that was put forward on this occasion by the city government to try to justify its own conduct clearly ‘contra legem’ appeared totally insufficient and exposed the organisation, and therefore all the people of Lecce, to more than probable future requests for compensation for damages so much so as to determine the minority’s vote against.
What was deliberately not said in that City Council and which, even today, incredibly continues to be hidden from the citizens, is that the Municipality of Lecce, from 2021 to July 2023, had had all the time and opportunity to acquire the parcels in question in compliance with the Law, if only he had activated the appropriate expropriation and/or adverse possession procedures to protect the already disastrous PA and the pockets of the unaware people of Lecce.
Instead, it was preferred to proceed against the regulations in force on the matter, out of inertia rather than sloppiness, also having the courage – then as now – to point out the opposition for not taking responsibility, for the mere fact of having voted against a resolution that did not comply with the provisions of the law.
It was an incredible political result, as Salvemini said immediately after the vote: the Municipal Assembly, that is, an organ of the State, had voted favorably for a Resolution that did not respect a Law of the State itself.
And how can we not agree with him for the paradox just perpetrated: much less, in the past, the same majority councilors who signed the shameful statement yesterday would have set up the barricades and gone, indignant and with the resolution under their arms, to the competent authorities.
This is THE TRUTH, and no other, about what happened on 23 July 2023 for the construction of an infrastructure for which the minority has always fought and which it would have supported with all its strength if only the Salvemini administration had acted according to Law.
The infamous press release from Lecce Città Pubblico against the visit of Senator Poli Bortone to Mezzagrande is nothing other than the result of those who daily see the ground crumbling under their feet and try to recover the lost consensus, even at the cost of acting against a State Law and in the knowledge that, ultimately, it will always be only the poor people of Lecce who pay”.
