In fact, national legislation provides that within the third year of the start of the course in medicine and surgery, a specific agreement must be defined between the university and the region or autonomous province of reference in order to regulate relationships regarding healthcare activities carried out on behalf of the Health Service. A further step to bring the School of Medicine and Surgery of the University of Trento up to speed is the establishment of an Integrated Territorial University Health Authority.
The signed protocol scheme is therefore necessary to identify the methods of coordination of the institutional functions of the Province in the field of health protection, and in the field of teaching and research as regards the university, and to regulate the integration between the Provincial Health Service and universities in assistance, teaching and research activities.
In this sense, the protocol regulates various aspects relating to the governance principles of integrated activities, the university staff to whom care tasks are assigned, the management of equipment and materials, and the distribution of operating expenses.
The protocol provides that Apss and the Inter-University School of Medicine and Surgery, while awaiting the establishment of the Territorial Integrated University Health Authority, carry out the functions in a unified and coordinated manner – both in hospital care and in district care and in the prevention department prevention, diagnosis, treatment and rehabilitation for the benefit of the reference population, as well as teaching and research functions for the benefit of the professional development of the personnel concerned.
Furthermore, in order to make the university’s training capacity more consistent with the needs of the provincial health system and to optimize the use of resources both for the university and for the provincial health services company, a commitment is envisaged of the parties to the activation of new specialization schools and new study courses in the health area to adequately respond to the need for new professionals, according to the needs of the provincial health service.
