The news of the “May 1st decree” wanted by Giorgia Meloni which ends up on the table of the Council of Ministers tomorrow, designed ad hoc to encourage new hiring and which will affect 380 thousand companies in Italy, falls on the press conference that CGIL, CISL and UIL have called for launch the May 1st march in Turin. One might say fiscal innovation and tradition compared. Old slogans that are still current and a measure that should really boost employment with a sort of super bonus for new hires. A coup de theater by the Ministers of Economy and Labor which, at least here in Turin, leaves one speechless.
And Gianni Cortese (Uil), Domenico Lo Bianco (CISL) and Gabriella Semeraro (CGIL) are not all wrong, given that almost simultaneously the ministers Giancarlo Giorgetti and Marina Calderone were illustrating the decree to their national secretaries. The confusion, or at least the caution, is therefore understandable. Perhaps also because the Government is going in the opposite direction to what Stellantis and even Iveco show us every day with layoffs and incentives to leave the factory and offices. So what could also be a real alternative to deindustrialization is taken with a pinch of salt. And downgraded only to “good news” that still needs to be verified. So the questions are pouring in: how many people will be put to work? What funds will support the campaign? Is this a structural maneuver or a spot incentive? If Giorgia Meloni wanted to make a surprise move she completely succeeded.

But at least one answer arrives: “Measures capable of encouraging hiring are always important.” And so be it. To understand, let’s summarize what is the driving force behind this “superbonus” reserved for virtuous entrepreneurs who are given the possibility of deducting a portion of the labor cost equal to 120 percent. Which rises to 130 percent for those who hire young people, women and individuals who have benefited from the citizen’s income on a permanent basis. And with 80 thousand unemployed people there is little to turn up one’s nose at.
