“The quality of people’s lives also passes through the urban context in which they live. New jobs, digital, climate changes are generating a new awareness of living. Today urban regeneration has finally found the centrality it deserves: politics is addressing the issue with various legislative proposals under discussion in Parliament, which have as their common thread the redevelopment of the building heritage”.

“As we have reiterated on several occasionsand, construction plays a fundamental role in these processes, it is a building ready to innovate with a view to environmental sustainability. In this challenge we believe information and training are necessary, capable of promoting fair urban regeneration projects that respond to the needs of local communities. But it is necessary to raise the standards related to the quality of work and the safety of economic operators: this would make the sector, which needs generational renewal, more attractive – he adds – this is why cities today must adapt to modern dynamism and they need support legislation appropriate to the times we live in. It is certainly a demanding challenge but it is possible to do it if all the responsible actors start working together.”
“We cannot fail to remember the trail of blood that unfortunately does not stop – he claims – Health and safety have always been the subject of various debates and in-depth studies: the news reports episodes of accidents in the workplace, with often dramatic epilogues for the workers involved, the latest in news, the accident at Oppido Lucano, where a 56-year-old worker died. With a view to reducing accidents, the diffusion of the culture of safety is seen as an objective to be pursued mainly through quality training. The role of the figures that the law identifies as recipients of obligations such as employers, managers and supervisors remains fundamental”.
Safeguarding safety and health in the workplace is a fundamental objective for FILCA CISL: “Even on construction sites in our area, many accidents continue to be recorded, many of which with dramatic consequences for the workers involved. Safety in construction remains one of the pillars of Filca-Cisl’s trade union action: we have always asked for greater commitment from the institutions on this front, with an even more important role for the bilateral system”.
Immediately after the terrible tragedy in Florence, which cost the lives of 5 workers, Filca Cisl launched 10 proposals for safety on construction sites: separation of safety and labor costs from the auction discount even in private, labor-intensive jobs , guarantee, even in private jobs, of maintaining the same contractual standards for the entire procurement chain, responsibility in private jobs with high labor intensity equal to public ones, compulsory training for those starting a business, compulsory preventive training on safety for all those who enter the construction site and for foreigners, building literacy preparatory to the course, execution of the most complex works entrusted to specialist companies, not just manpower, with at least five years’ experience, rewards for companies certified under the bilateral system, compulsory visits by our responsible bilateral bodies, introduction of the figure of the Safety promoter, preferential assignment to business networks to incentivize company structure, transparent digital construction site sign for all contracts.
“Recently the Government has approved some safety measures that go in the desired direction, in particular with the introduction of the credit-based driving license from 1st October. This is an idea launched by Filca 21 years ago”, concluded the Lucanian secretary.
