Sulmona, 27 April– Today, a discussion took place between the Abruzzo Region and the Trade Unions, to discuss the criteria for allocating the Emergency Allowances, introduced by the 2021 budget law, for a total sum of €1,854,385, according to two criteria:
the N. of employees serving at the UU.OO. of Emergency Room as of 31.12.2023, and the no. of emergency room accesses carried out in 2023.

From the examination of the data provided, we found that the no. of accesses relating to ASL 1 Avezzano Sulmona L’Aquila, was inconsistent and underestimated compared to the historical data of previous years and this is presumably due to the fact that the IT system of the aforementioned ASL 1 suffered a hacker attack last year which is still producing negative effects today.

Therefore, in order to avoid a budget distribution inconsistent with the criteria, we asked for a very short postponement of the comparison aimed at verifying the proposed data, as required by the CCNL rules. Furthermore, during the meeting, the Abruzzo Region put forward a further proposal providing for a fixed monthly value per capita, for 12 months, for the emergency room allowance, equal to €180.20 which, on the proposal of the other trade unions. has been lowered to €145.00 and this regardless of the n. of accesses to PP.SS. Regional.

It is clear, explains the Cigl Abruzzo-Molise delegation (Luca Fusari; Signed Marco Di Marco; Signed Anthony Pasqualone) that, also to evaluate this proposal, it would have been necessary to study its effects with respect to compensation due to workers which, however, was not granted.

The FP CGIL, therefore, responsibly decided not to sign an agreement which, on the one hand provided for data that appeared dubious and therefore penalized towards workers and, on the other hand, granted a lower use compared to the resources allocated for the ASL regional. In fact, with a value of the allowance equal to €145.00 for 12 months, for the total staff employed in the PP.SS. Regional (850 employees) as of 12.31.2023, a total of €1,479,000 has been committed, compared to 1,854,385, therefore generating a difference of €375,385, the use of which for the same beneficiaries is not clear how it will happen.

Given what has been represented so far, the FP CGIL considered that the necessary conditions of guarantee, protection and fairness for all the personnel concerned were not in place and, therefore, the proposal, as articulated, was not signed.

Despite the negative parts of the agreement highlighted above, we will continue to fight in every single provincial territory, so that it is applied in the best possible sense.
