Vaccine center bills: the Municipality sues the ASL – L’Aquila

SULMONA. The local health authority does not pay the bills of the vaccination center and the municipality is ready to go to court. The other day the municipal council of Sulmona assigned the task to the institution’s lawyer, Valeria Palma, to take legal action against the healthcare company to recover a credit of 118 thousand euros. The matter concerns the vaccination hub which, from January 2021 until March 2022, was set up at the Palasport Serafini, in the Incoronata area, under the concession of the municipal administration, at the time led by the mayor Annamaria Casini. Through the stipulation of an agreement, the Municipality of Sulmona undertook to entrust the structure to the Local Health Authority on free loan for use while the health company shouldered the cost of the bills. This, however, did not happen according to what was put in black and white in the resolution of the municipal council.
During the two-year period of activity of the vaccination centre, which had been equipped to combat the Covid emergency, the Municipality had paid the cost of the bills out of its own pocket, and then requested reimbursement from the Local Health Authority. But, despite numerous reminders, the sums owed never returned to the municipal coffers. Hence the mayor’s decision, Gianfranco Di Piero and the municipal councilors to mandate the lawyer for the recovery of the credit claimed. From the checks carried out by the municipal offices, it appears that a first communication was sent on 9 January 2023. A letter with which the Municipality invited the Local Health Authority to pay the sum of 118 thousand euros as reimbursement for electricity and gas costs.
A new reminder was issued on 12 March 2023. After 13 months, on April 19th, having received no response from the top management of the health authority, the Municipality decided to take legal action.
«A necessary act», to use the words of the mayor, Gianfranco Di Piero. «The credit verification activity is the exclusive responsibility of the municipal offices. So we couldn’t do anything other than follow up on the process that had been activated. In the next few hours, however, I will try to urge the local health authority to pay the amount due”, says the mayor. The health company had returned the Incoronata structure to the Municipality, after the protest of the sports associations who needed the sports hall for competitions and training. In 2022 the vaccination center was therefore moved to the premises of the industrial area. (ada)
