PADUA – Now that the Council of European Economic and Finance Ministers has decided, there is no escape. The EU wants to reduce the production of carbon dioxide in the atmosphere. A third is produced by boilers and give it installations of buildings: single houses, condominiums, factories, hospitals. From April 12, the date of the decision, the government has two years to make a law that gives the directives. The target is above all those who live in houses with energy rating the lowest i.e. class F or G.

As regards the territory of Padua and its province, the situation is serious. Five billion of euros: this is how much the citizens of the province will have to pay for redevelop the buildings, in view of the first objective envisaged by the European Green Houses Directive for 2030: reduce the average energy consumption of our building stock by 16%.

THE NUMBERS

The estimate was carried out by Confartigianato Imprese Padovain collaboration with the Smart Land consultancy company, based on the number of homes currently in classes F and G in our province, predicting an average renovation cost of 30 thousand euros. Overall, we are talking about 170 thousand buildings that perform less well from an energy point of view.

THE FIRST STEP

«If you consider that the Green Homes Directive plans to reach the zero emissions by 2050, it is clear that this sum refers only to the first step of a path that will lead us to entirely redevelop our real estate stock, with an expense that risks impacting citizens if we do not build certain and stable regulatory instruments” explains the president of Confartigianato Imprese Padova Gianluca Dall’Aglio.

AT RISK

Analyzing the energy certifications filed with the Veneto Region from 2013 to 2023, it emerges that 157,382 were issued energy certifications (Ape) relating only to the residential sector. 49.6% of certified homes are in class F and G.
As regards non-certified homes, the situation is different. These are essentially homes for which, to date, certification has not been necessary, because they were inhabited by the owners or rented before the advent of the rules on the mandatory indication of energy certification in rental contracts. 40% of these buildings are also in class F and G.

THE SUM

In absolute terms, there are 92 thousand uncertified homes to be redeveloped. To these must be added the 78 thousand homes already certified, for a sum of 170 thousand homes that will require interventions in the coming years, more than 44% of occupied homes.
«We can understand that the Government’s tightening of the Superbonus is motivated by the need to curb public spending, but we must keep in mind that these decisions are having a strong impact on thousands of companies and clients who have used a State measure to improve consumption energy of their buildings – specifies the president of the Edili di Confartigianato Imprese Padova Nicola Zanfardin – Beyond the slowdown on the Superbonus, the need to redevelop our building stock, in light of European legislation, remains. It is obvious that solutions need to be identified to facilitate the transition envisaged by the Green Homes Directive. We must ensure that renovations are accessible to all, without placing a complete burden on taxpayers.”
