ROVIGO – The nightlife evening of the clubs must not disturb the residents, but you can’t even get to cut the grass at 7 am morning. The regulation on noise approved by the Municipality regulates all activities that can cause disturbance and create what is called noise pollution. So it is clear that the first of the problems in this sense is linked to productive and industrial activities and construction sites of all kinds. At the basis of everything, then, is the acoustic zoning that was approved for Rovigo years ago, which establishes where such activities can be established and what limits they must still respect.

What people from Rovigo can notice most, however, are the so-called noises of the nightlife, but also those of neighbors, as well as the acoustic emissions of temporary events including fairs and shows. Starting from public businesses, the working deadline for these activities is 10pm and anyone who wants to go further must produce a declaration to the Municipality specifying what they will do and what noises they will produce, with what intensity and what they will do to mitigate them. Not only that: it will also have to take action to ensure that patrons do not disturb public peace both in the venue and in the immediate surroundings. The same goes for private clubs.

BUREAUCRACY
The regulation provides precise tools that owners of any type of business, including bars, pubs and so on, will have to present to the town hall. The first is the Noise Impact Forecast Documentation (DPIA), aimed at demonstrating what the intensity of the noise produced will be, in compliance with the limits set by the regulation itself and by the acoustic zoning. The Municipality will then be able to request the Acoustic Impact Documentation (Diac) within thirty days of the start of any activity.
In addition to this, there is also the Predictive Acoustic Climate Assessment (VPCA), which is documentation that must be filed when the construction of a settlement of any kind begins, from schools to hospitals, from subdivisions to factories and so on.

EVENTS
A chapter is dedicated to everything of an occasional nature such as parties, concerts, festivals and fairs, amusement parks and any other type of activity. In this field, however, an important paragraph is also included which concerns musical or similar entertainment organized by public establishments for their evenings and in this case the overall duration cannot exceed ten days a year. In essence: a pub will not be able to hold outdoor concerts more than ten times a year. If this duration is exceeded, it will fall under the most restrictive regulations on the matter, as it is no longer considered a temporary activity.

NEIGHBORHOOD
Finally, comes the part dedicated to household noises, between gardening and hobbies. In the first case, noisy machinery and tools must be used from Monday to Friday from 8am to 1pm and from 3pm to 8pm, Saturdays and holidays from 9am to 1pm and from 4pm to 7pm. Domestic and hobby machines have the same opening hours, but on holidays only from 9am to 1pm.
