Supplementary decentralized contract for non-managerial staff of the Municipality of Terni, not everything goes smoothly. In fact, there are those who have not signed the pre-agreement: it is Uil Fpl which, for Tuesday 30 April, has called a specific meeting to talk about it.

«The lack of certainties regarding an adequate investment and a balanced use of resources for the benefit of all staff weighs heavily», explains the local representative Agata Amitrano. The meeting, as is known, took place last week, on the same day – 18 April – as the transfer to the council. Not everyone agrees: «Uil Fpl of Terni had asked to guarantee greater investments and to include safeguard provisions on the various institutions for the protection of all workers in the contract, starting from a specific guarantee clause for the year 2024 of a share for productivity and economic progression at least equal to that shared in 2023. He had also asked to make the most of internal staff, ensuring all the resources permitted by the rules for career development, both in the ordinary and derogatory ways provided by the Ccn signed for over a year now: an essential tool to avoid the unpleasant but understandable phenomenon of the increasingly frequent departure of qualified personnel from the Municipality of Terni”.

The appointment
Result? “The absence of positive responses from the administration to these essential requests, aimed at protecting the collective interest of all workers, required an immediate check with them.” There is an emergency convocation of a staff meeting for Tuesday from 9 to 12 in the library, useful for illustrating «the real contents of the administration’s proposal, the choices and concerns of Uil Fpl and therefore deciding democratically together with the its members and supporters the lines to follow in future meetings with the delegation dealing with the public part”. Namely the human resources manager Grazia Marcucci. Always a delicate topic.
