Ghilana and via Biancanigo: the council of the Union of Romagna Faentina definitively blocks the two overbuildings
Descriptive text here

Definitive stop to the urbanizations of via Biancanigo and della Ghilana. The final decision was taken by the council of the Union of Romagna Faentina, after the Faenza city council had not been able to indicate a guideline for the vote on Wednesday evening, regarding the Ghilana construction project. Contrary to what happened in Castel Bolognese, where the city council voted unanimously to block the construction of new homes in the area of Via Biancanigo, on the outskirts of the city, which was covered by water last May.

On the same Wednesday evening, the councilors of the Union of Romagna Faentina voted the green light for the urbanizations of via Marchesina, also in Castel Bolognese, and in via Sant’Orsola, in Faenza, two areas not affected by the floods last spring.

In order not to repeat the mistake that occurred on Tuesday evening in the Manfredo municipal council, this time the center-left presented itself with all its members to the roll call. Absent was only the councilor of Faenza Cresce, Riccardo Cappelli, who in the Faenza assembly had voted favorably for the construction of the villas, in open contrast with the Democratic Party. Italia Viva, with councilor Alessio Grillini, had also voted in favor of the villas, but, during the Union council, the group leader of the “Renzian” party left the room before the discussion on the new urbanisations.

During the debate, the mayor of Castel Bolognese Luca Della Godenza and the mayor of Faenza Massimo Isola essentially justified the majority’s opposition to the two cement works because, in the absence of a definitive plan to defend the territory from a possible future flood, nothing at the moment prevents the Ghilana and the Via Biancanigo area from being flooded again by the Lamone and Senio floods. Therefore, since there is no certainty that the events of May cannot be repeated, the center-left has decided to block any possible new construction. On Wednesday, at the headquarters of the Emilia-Romagna Region, the preliminary plan of the commissioner structure was presented. The final plan must be presented by the end of June.

Faced with this motivation, however, the centre-right, present in the Union council only with the councilors of Faenza, responded by once again pointing the finger at the change in attitude of the counterpart, accusing it of wanting to exploit the flood: even after the flood, the two municipal administrations have always expressed their favorable opinion on the two building projects; the change of direction only came in recent months, during which even the President of the Region Stefano Bonaccini, now a candidate for the European elections, expressed his opinion against new urbanizations in the areas affected by the flood. With the vote on Wednesday evening, the Union of Romagna Faentina transformed the words of the main representative of the Democratic Party at regional level into facts. Contrary to what happened in the Faenza city council on Tuesday evening.

With 21 votes, out of 23 councilors available, the center-left has therefore definitively blocked the overbuilding of Ghilana and via Biancanigo. The centre-right opposed it, Area Liberale abstained in the vote on Castel Bolognese. The two projects were ultimately blocked. From an administrative point of view, therefore, the discussion around the two proposals concludes. The confrontation will probably continue from a legal point of view. The proponents of the two urban developments have in fact declared that they are ready to sue the two municipal administrations for the change in attitude adopted.
