PROVINCE OF ALEXANDRIA – “A management undoubtedly challenging but what is he finding? more than appreciable results“. The president of theSouthern Piedmont Territorial Agency, Paolo Cavigliatook stock of the public housing of the territory. In particular, in the province of Alessandria, many interventions have been carried out in the last few years.
“With European funds POR FESR 2014/2020, the building with 34 apartments in Tortona, via Brighenti 5-7-9-11-13-15, for a total amount of €. 1,500,000, reaching the “almost zero energy” energy class. In particular in the context of the tax breaks of superbonus 110% 47 interventions were carried out in the years 2021-2023 on buildings partly entirely owned by ATC and partly condominiums, energetically redeveloping 640 apartments owned by ATC for a total amount of the works of approximately 30 million euros. Five energy efficiency and extraordinary maintenance interventions will be completed this year with the PNRR Complementary Fund financing. They will concern real estate Alexandria (via Tonso n. 97-99-101-103, 105-107-109-111), Arquata Scrivia (via San Giovanni 14-16), Novi Ligure (via Manzoni 90) e Valencia (via Noce 33) for, in total, €5,850,000, in addition to two interventions owned by the Municipality of Alexandria (via Guasco 112 and via 1821 6) for a total of €. 635,000″.
“Soon” added the president of ATC Piedmont South “energy efficiency and structural consolidation works financed with CIPE Resolution 127/2017 will begin on three buildings of Alexandria (via Bramante 1-3 and 5-7, 32 accommodations) and others Casale Monferrato (via Piacibello 14, 14 accommodations) for a total amount of the interventions equal to €3,300,000. With state and regional funds, 53 homes were renovated and made assignable in the province for a total amount of approximately €15,000 each and with own budget funds and contributions from the Cassa di Risparmio di Alessandria Foundation, three commercial units were transformed into five homes for people with disabilities to Elderly Home of via Cesare Battisti 46-48 for a total amount of €. 300,000. With ex Gescal funds recently assigned, work is being completed to replace five thermal power plants and, with ordinary own funds in the period 2020-2024, around 400 autonomous boilers have been replaced”.
“Construction activity has restarted with great vigor“ Caviglia remarked again “decidedly favored by regulatory provisions encouraging the energy requalification of properties. On this last point it should be remembered, in addition to the “Super Ecobonus” which had a very strong impact throughout the country, the National Resistance and Resilience Plan and the CIPE resolutions of 2017 and 2019, which for us were and still are an important tool for planning and financing interventions that, otherwise, would never have been possible”.
“In the provinces of Alessandria, Asti and Cuneo, with the financing made available by the 110% Superbonus ATC Piemonte Sud carried out interventions on properties, for a total investment of 60 million euros, divided between buildings entirely owned by the Territorial Housing Agency, municipalities and condominiums. The organization ranks among the very first in Italy in the use of the funds made available by the Superbonus. With the interventions financed through this opportunity, in addition to those financed through the CIPE, PNRR and former Gescal funds, a total number of almost 1400 redeveloped homes is reached. Other interventions financed with the complementary funds provided for by the PNRR were carried out for an investment that totals 13 million euros. With the funds allocated by the Interministerial Committee for Economic Planning (CIPE), the ATC Piedmont South has carried out renovations in properties it owns or manages which involve a global investment of 8,860,000 euros”.
President Caviglia also underlined the importance of communication with tenants: “The ATC has developed a special App which we presented at the national conference Federcasa which was held in Alba, freely downloadable for both Android and iOS. It will be available soon and will be called “Atc for you”. It will give everyone the opportunity to receive the most important news on social housing as well as, only for the families of tenants registered via SPID or CEC, the possibility of access the institution’s portal directly, in order to carry out most of the administrative procedures required without having to go through the counters, but from the comfort of home. In parallel the electronic help desks have been activated, which allow the administrative procedures normally carried out in our branches to be carried out in the offices of the host municipalities, thus avoiding inconvenient and costly travel for our tenants. The decentralized electronic branches in Alba, Bra and are already active Casale Monferrato and there are also some being activated in other municipalities, including Valenza, Tortona and Novi Ligure”.
