In the first months of 2024, the Ministry of the Environment and Energy Security (Mase) published the decree on Renewable Energy Communities (Cer) which, together with the operating rules of the energy services manager, regulates the recognition of state incentives. The Renewable Energy Communities intend to valorise the energy produced from renewable sources, such as solar photovoltaic in the availability of a Cer, and the energy shared between the members of the same, a sharing which allows access to the incentives made available.

Just like the approach to the free energy market, participation in a Cer also requires certain skills and awareness of the rules established by law. For this reason, the Municipality asked Energie per la Città, an in-house company of the body that has managed the Energy Desk since 2017, to offer citizens a free technical consultancy service on Cers. From May to September, people from Cesena will be able to contact Lo Sportello ExC to express their questions and concerns by calling 0547 356500. From Monday to Friday from 9:00 to 12:00 a technician from Lo Sportello ExC will provide clarifications on the regulations and for some specific requests it will present citizens’ questions to the energy services manager. Citizens’ requests will constitute, in anonymous form, a monitoring of how the world of CERs approved by the manager and established with the criteria of the ministerial decree is developing in our territory.

The commitment of the Municipality of Cesena to promote the Cers as part of an integrated strategy for sustainable development began in 2022 with the “Tutti Insieme, Tutti Green” project, coordinated by Energie per la Città. The ecological transition is the absolute protagonist of the United Nations 2030 Agenda, has long been present in community policies and remains a central theme in the political choices of our country.

The project was born with the aim of accelerating the energy transition, seeing Energy Communities as an important starting point, in which the municipal administration will become an active part, supporting, sustaining and assisting the private initiatives that have already begun to emerge today. In this phase, in which the issue of energy is a challenge, both in terms of supply and costs, the Energy Communities tool presents itself as a concrete response, connecting those who have new systems with those who consume, but not has the possibility of creating a photovoltaic system, for example on the roof of your home, thus socializing the common benefits linked to sharing a system. The Renewable Energy Communities tool now requires the definition of certain information and paths to facilitate its diffusion. Tracing the path, shedding light on less clear points, defining strategies and sharing good practices, these are the aims of the path with which we intend to provide citizens with concrete indications on an alternative approach to energy, making them protagonists in the construction of an energy community. The main objective of CERs is to provide community-wide environmental, economic or social benefits to its members or to the local areas in which the community operates.
