Chaos in the Constitutional Affairs Committee of the Chamber during the vote on the Autonomy Bill. With ten votes in favor and seven against, the government majority fell short during the voting on the amendments to the bill being examined by the commission. Chaos was created during the vote on the amendment first signed by M5s deputy Carmela Auriemma, approved with ten votes in favor and seven against. The Lega deputies were absent during the vote. The opposition reported that the president of the Commission Nazario Pagano (Forza Italia) did not recognize the vote and indeed decided that the vote will be repeated, sparking strong controversy. The amendment that the majority passed in the Constitutional Affairs Committee of the Chamber aimed to delete the word “autonomy” from the first paragraph of the first article of the bill under consideration. The text, presented by the M5s, affects the enunciation of the principles of “indivisibility and autonomy” of the proposed law.

“The majority was defeated in the Constitutional Affairs commission on the autonomy bill but President Pagano does not recognize the outcome of the vote”, said the democratic group leader in the Constitutional Affairs commission in the Chamber, Simona Bonafè. “We are faced with a very serious fact unprecedented, it is incredible that after the continuous forcing of the examination in the commission, the majority now wants to bend the outcome of a very clear vote. We will not accept this attempt to distort the outcome of such a clear vote”, she adds.

Alfonso Colucci, deputy of the M5s in the Constitutional Affairs commission, then commented that “there are no procedural conditions to repeat the vote on the amendment”. A new vote, regulation in hand, could take place “in case of irregularities” and in any case “immediately, which means not only immediately but in the same conditions” therefore with the same number of deputies present at the first vote (17), contested by the majority. Furthermore, adds the M5S deputy, “the certification took place. It is not the responsibility of the president but of the secretary and our secretary, the only one present, verified and proclaimed 10 votes in favor and 7 against. The Democratic Party, according to what we learn from dem sources, in the Constitutional Affairs commission no longer recognizes the impartiality of President Nazario Pagano and is asking to interrupt the session and postpone it until Friday to resolve the issue of the vote on the M5S amendment. His proposal not to recognize the voting procedure, it is explained, “does not exist in any article of the regulation, the outcome of the vote was clear and certified by the commissioners in the room and there is no need to repeat it”.
