Bonuses and incentives, here are the expert’s answers

From Social cards to mothers’ bonuses, from mobile bonuses to energy saving bonuses: the bonuses and benefits planned for 2024 are many and quite varied; most of it is income related, which is why it is often essential to present the DSU (Single Substitute Declaration) and obtain the ISEE certification. For many Italians it is not easy to navigate this jungle of incentives and understand which benefits they may or may not be entitled to. To help our readers, we collected their questions on the topic and asked an expert, Monica Gardana, director of Caf Cisl Bergamoto clarify the most common doubts.

«The general requirement to be able to access the bonuses – explains our guest – is residence in Italy, specifically in Lombardy for the bonuses promoted by the Region». Italian citizenship is therefore not necessary.

Elderly people in frail conditions

Many have asked for clarification on the situations of older people, in particular those in fragile conditions. Here is Gardana’s response: «When we find ourselves in the presence of people who are not only elderly but also disabled, the Lombardy Region allows them to have vouchers through tenders called measure b1 and measure b2, which allow them to receive contributions for ‘care at home’. For this measure it is necessary to present the ISEE, which can be requested through the INPS portal or the Caf. Here is further information on Misura b1: https://www.ats-milano.it/ats/carta-servizi/guida-servizi/disabilita-non-autosufficienza/esenzioni-contributi/measure-b1-persone-conditioni-gravissima-disabilita . «Another benefit for non-self-sufficient people concerns regularly hired carers: the recovery of the expenses incurred can be requested through the tax return, up to a maximum limit of 2100 euros» adds the director of the Caf. How does the situation change for those who received citizenship income? Can you automatically receive the inclusion allowance? The expert’s answer is no: «The inclusion allowance is much more restricted, it is reserved only for fragile families with at least one minor, a member with a disability or a member over 60 years of age». All the procedures for requesting it are explained in the video.

The mothers bonus

Another bonus that has raised several doubts is the mothers’ bonus, a tax exemption for permanent workers with at least three children, the last of whom must be under 18 years old. «Only for 2024 – explains Gardana – it is also valid for those who have two children, the second under the age of 10».

Home deductions

As regards the home, various deductions have been extended: for building recovery, for energy saving, the Green Bonus, the Furniture Bonus and others. «The Superbonus – once 110% – has dropped to 70% and is reserved only for condominiums, therefore single-family homes have been excluded» recalls Gardana, responding to a very common question. Finally, we would like to point out an important deadline: for the Psychologist Bonus, the request must be sent by May 31st via INPS.
