REGGIO EMILIA – Digital and optimized coordination to increase safety at work. This is the proposal of former parliamentarian Cesare Damiano, president of the Work & Welfare Association and former Minister of Labour, at the Reggio Emilia Tecnopolo for the event organized by Ifoa on the occasion of the World Day of Safety and Health at Work. Damiano started by considering the news events.

“What do the recent workplace massacres have in common? Let’s take the latest ones as a reference, Brandizzo, Esselunga, Bari – Damiano introduced – in each of these circumstances, one of the common causes of the tragedies was the lack of an essential element on the construction site, coordination”. Damiano focused precisely on this aspect. “Making coordination more effective and efficient – ​​he continued – could in fact represent the solution; it could allow us to finally break down the wall of a thousand annual deaths, a figure from which we are still unable to deviate”. Hence the digital construction site proposal. “By digital construction site – he specified – I mean digital and optimized coordination, possible thanks to the use of innovative technology and artificial intelligence. This is the future. We continue to fight, we must always fight: there are two ways for protection, legislative and bargaining, we are aiming for digitalisation. I will continue to fight!”.

This morning the event at the Tecnopolo entitled “Responsibility and training: the key to health and safety at work – A moral and legal choice for the employer” brought together numerous entrepreneurs and experts.
After the theatrical show “Bianco Porco” by the “Teatro dei Sentitori” company, the debate, moderated by the journalist Anna De Roberto, was opened by the General Director of Ifoa Umberto Lonardoni, who immediately highlighted how training is central to addressing the topic of safety at work, unfortunately more relevant than ever, especially in our Region.
The floor then passed to the Honorable Damiano and to the Supreme Court lawyer Rolando Dubini, an expert teacher and trainer in health and safety in the workplace.
“The protection of the health and safety of workers – he said – is an absolute priority in every workplace, based on ethics, the Constitution (art. 32), article 2087 of the Civil Code, the text single regulation on safety at work (Legislative Decree no. 81/2008) and Legislative Decree no. 231/2001), articles 437, 589 and 590 of the Criminal Code, common sense and a sense of humanity. In particular, article 2087 of the Civil Code obliges every employer to guarantee maximum protection of the psychophysical integrity of those who work by adopting all technological, organizational and procedural measures deriving from the particularity of the job, experience and the best available technique. The digital and technological dimension can favor a decisive improvement in health and safety at work, and it is no coincidence that what is defined as the ‘digital construction site’ is increasingly being talked about and implemented. This is the right way to reduce injuries, especially in higher risk activities.”
Another authoritative voice is that of Doctor Matteo Riccò of the Workplace Prevention and Safety Service (Psal) of the Department of Public Health.
“The world of work in Italy and, in particular in Reggio Emilia – he explained – is facing an unprecedented challenge, determined by the overlapping of globalization, technological transition, climate change, global political crises, and demographic transition. The latter is forcing generations born after 1960 to stay at work longer and longer, even in particularly critical contexts. Add to this consideration the long economic crisis, which formally began in 2008, and severely exacerbated by the COVID-19 pandemic, phenomena which have ultimately led to the deterioration not only of the industrial competitiveness of our country, but also of the entire global context. work, including the sphere of safety at work. In this context, as recalled by the recent National Prevention Plan, expressed both at regional and local level, the Supervisory Bodies of the Local Health Authorities are therefore called not only to carry out an increasingly intense and careful supervisory activity on compliance with the regulatory mandate, but also to be a driving force in maintaining and improving working conditions, through the innovative tool of Targeted Prevention Plans”.
With the event, Ifoa wanted to contribute to the ongoing debate at a national level, illustrating and discussing the effective tools and strategies that employers can adopt to enhance and encourage safe behavior and create a more protected working environment.
