there is the unique management puzzle

The Tari 2024 resolution of the Silvetti council, with a heavy increase of 7.5% more than last year, arrives today in the city council for approval. The document also contains the increase expected for 2025: another one million euro drain after the 1.7 million shock on the backs of Ancona families and businesses. In two years the tax on municipal waste will increase drastically and at the moment the administration has not provided support for families. In the budget change of mid-May (it should have been approved last week) no protection interventions are foreseen. It will be a manoeuvre, the second since the beginning of the year, tending towards one and a half million euros, with the resources which mainly, as happened with last month’s settlement, should be found in the coffers of the Municipality’s subsidiaries.

In the March maneuver the bulk of the sum came from the reserve funds of Anconambiente, 90% owned by the Municipality which could soon become the company that will manage the waste cycle of the Ancona provincial territory. May and June will be two vital months for the future of single management, with Ancona as the leader in guiding the 44 municipalities that make up Ato 2 in the ‘in house providing’ assignment project. A new attempt along the lines of the one attempted last year, blocked by the Court of Auditors: “The path will be identical – explains Daniele Carnevali, the president of the Province of Ancona where the area Authority is formally based – and strengthened by past experience we will try to arrive at the opinion of the Accounting Court with all the details sorted out, however, there is still a long way to go”.

A game worth 80 million a year which will soon experience its hottest phase. The deadline of 31 March was respected: “Within that period the extension resolution approved by the area provided for the presentation of the official candidacy of the Anconambiente entity with all the relevant attachments: the economic plan, the industrial plan, the sustainability, the personnel and so on – adds Carnevali – The document is being examined by the ATA and I believe that the final, truly important opinion should arrive shortly after mid-May”.

This is a very delicate technical opinion, even if politicians want to get involved. In any case, the document that comes out of the assembly will then have to pass the trap of the Court of Auditors which obviously has no interest and desire to turn a blind eye. The assembly of members, i.e. the 44 provincial municipalities, is collegial, but it is clear that the capital has its specific weight. The mayor of Ancona, Daniele Silvetti, has given the OK to the public ‘in house’ solution, the same one presented in 2022 by the former mayor Valeria Mancinelli, although with different subjects. Returning to the calendar of the matter, June 30th is the deadline set for the presentation of the assignment proposal. Times are tight. In the event of a favorable opinion on the document from the assembly, the text will be passed to all the municipalities involved who in turn will have to obtain the approval of the individual municipal councils.
