(See ‘Acquaroli, from Cipess…’ at 3.34pm) The green light from Cipess (Inter-ministerial Committee for economic planning and sustainable development) to the Agreement signed last 28 October in Acqualagna unlocks a total of 532.5 million euros, between the resources of the 2021-27 Development and Cohesion Fund, equal to approximately 333.6 million euros which are allocated to infrastructure works, and the resources of the Revolving Fund, equal to approximately 154.3 million euros, intended for other sectors: businesses, tourism, culture, social inclusion, education and training, plus other ordinary national resources amounting to 44.5 million.

With these funds the Region, according to a note, “will be able to face some of the many emergencies and priorities that are fundamental for socio-economic and infrastructural development”. The financed actions will in fact improve “the competitiveness of the production system and the viability of the entire regional territory”.

The collaborative activity between the Government and the Region has guaranteed “the necessary complementarity with the other resources already active in the territory, those of the new community programming ERDF and ESF plus, but also that of the PNRRR. In particular, the strategic choice of the Region Marche in reference to the 2021-2027 FSC funds (333.6 million euros) was to focus mainly on transport networks, with a concentration of approximately 68% of the resources allocated to the construction and completion of roads and on the full usability of ports These are 16 interventions of significant value, avoiding the widespread dispersion of small works of little impact.

As regards the allocation of the Revolving Fund (154.3 million euro), interventions relating to economic, social and territorial cohesion objectives have been envisaged, but not included in the traditional ERDF and ESF plus programming, such as for example interventions for to support quality and inclusive tourism or to support the culture sector: strategic elements for the relaunch and strengthening of the territory, as well as interventions to support the entrepreneurial fabric and safeguard employment which were not strictly referable to the ESF plus programming.

In the context of the FSC, the works on the Pedemontana delle Marche are particularly highlighted, which will allow the development of an alternative road network to that on the coast, which will provide the hinterland with a fast connection, with the dual objective of decongesting traffic on the Adriatic and, at the same time, to guarantee better connections with the hinterland, thus contributing to the relaunch of the internal areas in terms of reachability, attractiveness and competitiveness. As part of the connection between the SS76 and the E78, interventions are concentrated on the Fossombrone-Pergola sections (50 million euros), on the Serra Sant’Abbondio-Cagli (40 million euros) and on the Carpegna-Lunano (27 million euros) ), and for the update of the Fabriano Est-Sassoferrato section project (5 million euros).

Again with a view to decongesting traffic on the SS16 Adriatica road, noteworthy are the interventions to connect the Lungotenna to the A14 motorway (24 million euros), the link road connecting the SS77 and the SS16 Adriatica (26 million euros) and the variations to the SS16 Adriatica in Fano (30 million euros) and Porto Potenza Picena (11 million euros). Also planned is the Villa Potenza-Sambucheto connection (30 million euros); Mare-Monti, construction of the Molini Conceria bypass (SP219) (15 million euros); the modernization of the road system on the Mezzina (11.1 million euros); extraordinary maintenance for dredging works in the port of Fano (2.5 million euros); dredging and completion works foreseen in the PRP of the port of Senigallia (2.5 million euros); the expansion of the SR502 Jesi-Cingoli site (13 million euros); the modernization of SS433 Val d’Aso (3 million euros); the Montecchio-Rio Salso bypass (5 million euros).

Funds are allocated for roads for the San Claudio hospital in Campiglione di Fermo (28.2 million euros) and for the access roads to the new Ancona-South Aspio hospital structure (7 million euros). Finally, 3 million euros will go to technical assistance for the Agreement.

The rotation fund is instead intended for around 60 interventions in different sectors: revitalization of the socio-economic fabric of local communities together with recovery, redevelopment and valorisation activities of the villages and historic centers of the Marche; integrated protection and valorisation of cultural and natural attractions, enhancing regional tourism capacity; strengthening and structuring the systems and networks of places of culture in the territory; economic support for integrated development projects carried out by businesses and cooperatives; active policy actions aimed at aiding hiring, as well as the activation of specific financial instruments to support business creation; actions for the adaptation of workers and businesses to changes in the world of work such as: training actions for workers, stabilization aid measures, paths and projects for safety at work; actions to support active inclusion such as: help with the hiring of individuals belonging to disadvantaged categories including the long-term unemployed, contributions paid to social territorial areas for disabilities, educational services for minors and support for non-self-sufficient elderly people.

The distribution between the thematic areas of the Revolving Fund is as follows: • 37.5 million euros for the transport sector (roads and ports); 51.5 million euros for competitiveness and businesses in the tourism sector: 11.9 million euros for cultural activities; 3.4 million euros for competitiveness and industrial/artisan and cooperative businesses; 25.8 million euros for the development of employment and work; 13.9 million euros for education and training; 9.6 million euros for social and health interventions in favor of vulnerable individuals; 0.6 million euros of technical assistance.
