First regional council of Marsilio bis: “Unprecedented challenges faced”

First regional council, today in L’Aquila, for the Marsilio bis council: on the agenda was the discussion of the governor’s government program and the acknowledgment of the suspension of the councilors appointed to the position of regional councilor, with their replacement through subrogation. Marsilio began by talking about three other lots of the Rome-Pescara railway: “We are moving forward on a project which in the first days of May will see the signing of the contract for the lots already assigned and subject to tender, the executive designs will begin, in short, yes gets to the heart of one of the main works that will change the face of our region”. Then he added: “Over the last five years, we have faced unprecedented challenges and demonstrated our resilience and determination in managing dramatic emergencies.” Finally, Marsilio signed the decree appointing Daniele D’Amario as undersecretary of the regional council with responsibility for Tourism and Planning.

Erika Alessandrini, new regional councilor of the 5 Star Movement, contests the mandate program presented by Marsilio, calling it “disconcerting to say the least. We are faced with a showcase of what was done in the previous legislature, a self-celebration with great fanfare from which, however, no substantial news arises on the future of Abruzzo for the next five years. We witnessed the monologue of this majority who described a region where there are no problems or critical issues, a sort of paradise that the people of Abruzzo must boast of in the eyes of Italians. There are those who even talk about the ‘Abruzzo Model’: a fairy tale that no one believes but which President Marsilio’s men like to tell. A condition that clashes with the real Abruzzo made up of people and businesses that instead experience a condition of extreme difficulty that the centre-right program document forgets or does not want to see”. According to Alessandrini, “the program that this majority presented to us, even rather clumsily by councilors who didn’t even seem to have read it, is filled with mirages aimed at hiding a bitter truth: Marsilio and his men are late on everything and totally devoid of a strategic vision of Abruzzo and how they intend to achieve it during this legislature”.

Criticism also from the PD front, where the group leader in the regional council Silvio Paolucci and the regional secretary Daniele Marinelli say that “Marsilio’s programmatic speech has no concrete strategies on the future of Abruzzo, after the five inconclusive years of Government of the region we are still at announcements and the celebration of a past that has not resolved the many complex problems created by the management of the centre-right. We have not heard anything definitive about healthcare, an area that is worsening month after month; there are no concrete actions to support the economy and the sectors most in difficulty; there is no program or reference to agriculture, our primary sector plagued by problems and damage; embarrassing, then, the stalemate on European funds and on the strategic networks for the development of goods corridors from which we are absent; Also embarrassing is the total silence on differentiated autonomy, which will give Abruzzo and its development needs the final blow if it is achieved. A speech without perspective, linked more to propaganda than to sharing.”

For the former gubernatorial candidate in the centre-left ranks, Luciano D’Amico, this programmatic document “programs very little. Even just from a banal examination of the extension of the text, it is clear that the final part of the actions already carried out takes up a great deal of space compared to the program lines that a regional government should outline upon taking office. Out of just under 8,000 words, around 6,500 (82% of the total) are dedicated to what has been done, and only around 1,500 (the remaining 18%) to the actions that the regional government intends to implement during this XII Legislature. This finding would be enough to undermine the strategic function of the “Government Program of the President of the Abruzzo Region”, as defined in today’s agenda. Furthermore, the results obtained, described at length in this way, do not always appear to be attributable to decisions taken by the centre-right council, and do not reflect the reality in which the Abruzzo Region finds itself today. As far as future actions are concerned, we have received a meager and very generalist programmatic document, in which the path to find feasible solutions to the real needs of the people of Abruzzo is not concretely traced”. 23 Apr. 2024
