CAMPOBASSO. An organized group of Communication Assistants, part of the specialist staff operating within the Molise educational institutions, with children and young people of different abilities.
For the Regional Council, in addition to the President Quintino Pallante, the Councilors Stefania Passarelli and Angelo Primiani were present for the Office of the President of the Assembly, and for the Group Leaders, the Councilors Fabio Cofelice and Alessandra Salvatore.
Messrs. Francesco Gentile, Francesca Di Tota and Marco Santella spoke on behalf of the group of Communications Assistants and in their speeches highlighted both the economic and operational problems of their activity within schools. In particular, emphasis was placed on the low hourly remuneration, and the limited number of hours, reserved for each operator hired with different contracts, for a fixed and permanent term, by the cooperatives that won the tender for the provision of the service by the different territorial areas.
A low monthly remuneration, deriving from an overall available budget that is not suited to the real demand arising from the school structures, which mortifies – it has been underlined – the individual operator, forcing him to support himself or to try to support a different activity or, even, to stop with this type of professional service and dedicate themselves to something else. But again, an inadequate quantity of resources, and therefore an insufficient number of operators in the area – it has been said – primarily harms the children and young people who need this service.
It was also asked to verify the possibility of recognizing the role of the Communication Assistant, in a sort of parallelism with what happens for the support teacher, also resulting in a form of stabilization.
The various Councilors present asked questions to clarify some aspects and better define the tasks and margins of intervention, with respect to the issues raised, by the Region.
President Pallante, summarizing the positions expressed by the Councillors, while highlighting that many of the problems that emerged brought to the attention of the regional legislative assembly are governed by national laws, and therefore subject to interventions necessarily of governmental or parliamentary initiative, said it was available to study the possibility of intervening first with the central State with an act of direction to the Executive so that it votes on the competent institutions to support the requests of the Communication Assistants in the context of ongoing legislative provisions regarding, for example, access requirements to the structuring of the professional figure.
On the other hand, the President further noted, we can clearly see intervening in the allocation of resources to the territorial areas using criteria that take into account not only the population in general, but also the territory, the number of minors involved and so on. define the real need.
As regards the tenders for the assignment of the service, the President highlighted how the Areas can be directed so that proper consideration is given not only to the discount, but above all to the quality of professionalism possessed by the operators employed in the structures that respond to the notices. Lastly, Pallante underlined how the collective interest of all the political forces leads the Presidency to also hear from the Councilor and the Council to verify whether specific lines of intervention on complementary teaching have been foreseen within the ESF or the Pnrr to support the service, and therefore the right of the children to have fair support, thus ensuring that the Communication Assistants have a more congruous and adequate remuneration.
