Supplementary Decentralized Contract 2024 for Campania Regional Council Staff.

Some considerations.

In recent days, the 2024 decentralized bargaining for the staff of the Campania Regional Council concluded.

This year too, the approval of the use of the 2023 Decentralized Resources Fund and the definition of the new decentralized contract, despite the remodulation of some items of the additional salary which are positively retouched for some of the staff, took place according to a script already written and with a bureaucratic ritual.

A missed opportunity, in our opinion, to claim more resources from the decentralized Fund to be allocated primarily to former LSU staff stabilized on a part-time basis, allowing them to increase their hours to full time, also given the penalization they suffer in terms of incentives, and activate procedures for starting career progression for all staff.

Above all, the unequal distribution of the available resources among the staff is striking, with the acceptance by CGIL, UIL, CSA and their respective RSUs of the administration’s proposal for the transfer, for the three-year period 2024-2026, of as many as 2,500,000, €00 per year from the Personnel Fund to the resources intended for the increase and strengthening of highly qualified positions (150 new positions).

For the Basic Union, the financing of organizational positions and highly qualified positions, as roles functional to the administration, must take place outside the Fund, i.e. they cannot be paid for by the resources allocated to productivity and the incentive of all staff, under penalty of a drastic downsizing of the latter.

Equally striking is the debased role of the RSU which, in almost all of the members, with the exception of a few cases including our delegate, renounces protagonism and discussion, settling on positions and decisions taken by others and in other places.

Here too, we are for the defense and expansion of the spaces and tools for worker participation and, as always, we will work with tenacity and conviction to guarantee the protection of rights and free and democratic representation for all.
