This is because, apparently, Roberto Santangelo, of Forza Italia and of the L’Aquila futuro group, his political creature, is preparing to vacate the prestigious seat, having been re-elected with over 9 thousand votes in the regional elections on 10 March, and appointed councilor with responsibilities for social policies, training and education, research and university, cultural and entertainment assets and activities, in the Marco Marsilio bis council. And the heavier workload will lead him, not immediately, but after the summer and after the European elections, to leave the leadership of the municipal council of the capital, after having held a double role, but more within reach, having also been vice-president of the regional council, in the previous legislature.
In this match both the internal struggle within Fdi and between the mayor intersect Pierluigi Biondi and the senator Guido Lirisdeputy regional secretary and group leader of the Budget Commission, and their respective teams, for the control of the party, which then means having the last word in the candidatures of the next electoral rounds, and in the distribution of positions, a struggle made harder by the failure to be elected as councilor to the regional elections, of the former municipal councilor and former president of Gran Sasso Acqua, Alessandro Piccinini, man closer to Biondi than to Liris, and who now suspects betrayals on the part of the political area that refers to the senator. However, the result below the party’s expectations was also an accomplice Giorgia Meloni in the capital, 18.1%, six points less than the regional average and eight less than that of the province of L’Aquila. And then obviously there is the clash between Biondi and Forza Italia, with the mayor who for months has refused to sit at the table with the city secretary Stefano Morelli and the provincial vice-president Giorgio De Matteiswho ask for an audit of the program and a department, given that the only position on the Azzurri council was that of Roberto Tinari, However, he passed bag and baggage to the UDC, holding on to the councilor’s seat.
In theory, therefore, the position of prime minister should go to the sole exponent of Fi, Daniele D’Angelogiven that Maria Luisa Ianni passed to the mixed group, swearing loyalty to Biondi, or to one of the two of the L’Aquila futuro group, the civic group created by Santangelo, and to which he himself is still a member, even if with the Fi card, with Guglielmo Santellain pole, compared to Laura Cococcetta. But none of the three are considered by Fdi suitable, based on experience, to hold the position of arbitrator in the council chamber.
And perhaps these doubts are not disinterested, because there are those who assure that the presidency of the council is tempting and not a little within Fdi, that is to say Livio Vittorinicurrent president of the Budget Commission, elected in 2022 with 954 preferences, third most voted overall, second in his party. Just as the Fdi group leader could aspire to that prestigious position, Leonardo Scimiaover 470 votes, It is no coincidence that both of them are from the Liris current.
Of course, this would mean a hard line, or rather a very hard line, towards Forza Italia which not only would not obtain the required councillor, but would also lose the presidency of the council, despite the excellent 16% obtained in the city at the regional elections. But then again from this point of view Biondi wouldn’t have any objections, given that he doesn’t want to hear about a council reshuffle. And also with a solid argument: in common, the councilor who should leave his job to Fi, not only loses a monthly salary of over 7,100 euros, but has to go home, because it doesn’t work like in the Region where the removed councilor returns anyway in the council, and the first non-elected councilor who had “surrogated” him, or replaced him in the chamber, leaves his place. In short, even if you want to, getting a city councilor in office uprooted from his chair is not a walk in the park

And so another hypothesis is circulating, equally sensational: that of a political agreement between Fdi and Santangelo, or rather with its civic body L’Aquila Futura, but not with Fi, De Matteis and Morelli, once again left outside the door.
The agreement should provide for the presidency of the council either to Vittorini or to Scimia. While L’Aquila in the future would obtain the position of deputy mayor, now of Raffaele Daniele, very loyal to the mayor, with heavy delegations to trade, reconstruction of public assets and economic, financial and budgetary policies. Who should go home, despite having been the second most voted overall in the 2022 municipal elections, with 1150 votes. Very difficult hypothesis.
And who would replace him? An outsider, but inside the family of the regional councilor: Salvatore Santangelo, essayist, journalist, professor of geography of languages at the Tor Vergata University of Rome, former vice-president of Gran Sasso acqua.
