CATANIA – The outgoing Board of Directors of the Criminal Chamber of Catania has been confirmed following the recent elections. Its composition is as follows: Francesco Antille (president), Vittorio Basile (vice president), Francesco Branca (secretary), Tania Occhipinti (treasurer), Michele Liuzzo (adviser), Deborah Vanessa De Santis (adviser), Giuseppe Grasso (adviser). Here, below, is the manifest of the Etna management.

“Time for difficult choices”

It is a time of difficult choices and perspectives. In a very critical extra-national scenario, questions more typically concerning our planet Justice arise. There is a lot of work to be done to recover and promote the true meaning of individual guarantees in criminal proceedings, unfortunately seen by many as systemic flaws or, worse, weaknesses.

It is necessary to verify whether the life sentence is authentically legitimate, as well as whether the special prison treatment contemplated by the art. is correct. 41 bis. OP

It is essential to work hard to guarantee acceptable prison living conditions in the face of the limitations and distortions of current penal execution encrusted by delays, bureaucracy, operational difficulties, building structures not worthy of a civilized country.

“Reforming Cartabia”

At the same time, the “Cartabia” law must be reformed soon, at least where it unreasonably compresses the guarantees for the weakest, the absent, the foreigners, the disabled. Consider the need to issue a special power of attorney relating to the exercise of the right of appeal (which involves the broader issue of official defence).

On a local level we have long denounced critical issues and limitations in various moments of the judicial proceedings (locations, protocols, operational difficulties, etc.).

We continue to reiterate that we are always available to participate in any useful technical roundtable so that the most pressing and obvious issues are adequately analyzed and addressed. But it’s no longer the time to wait.

The Lawyers’ Office is ready for any legitimate initiative should an unacceptable stagnation arise. It should never be forgotten that the criminal trial involves the fundamental rights of Man and Citizen and that the state response is very often not entirely appropriate.

Prevention measures

We must immediately bring to the attention of legislators and operators the burning issue of prevention measures (especially financial ones) since it is not allowed for there to be among us an entire population of subjects condemned to financial life imprisonment.

Finally, there must be an ever greater commitment to the qualitative training of lawyers and young people in the first place. It is necessary to be prepared both for the aspects strictly connected to the speed and content of the reforms and also for what concerns professional IT, an indispensable structural tool of every modern law firm.

Relationships with schools, undeniable social nurseries, will be increasingly consolidated so that all students know what a process is and what role the parties have in its process.

We are authentically satisfied because the Union of Italian Criminal Chambers has identified in almost all the members of the confirmed Board of Directors, as well as other Etna members, the subjects necessary to participate in the national Observatories which constitute the political and cultural backbone of the Union itself and according to this trim:

National observatories

The Board of the Union of Italian Criminal Chambers has in fact appointed the following members of the Criminal Chamber of Catania “Serafino Famà” as members of eight National Observatories:

Lawyer Vittorio Basile in the Judicial System Observatory;

  • Lawyer Francesco Branca in the Double Track and Due Process Observatory;
  • Lawyer Debora Vanessa De Santis in the newly established University Project Observatory;
  • Lawyer Tania Occhipinti in the Public Defense Observatory Paola Rebecchi;
  • Lawyer Michele Liuzzo in the Observatory on legal aid;
  • Lawyer Giuseppe Grasso in the Observatory for Capital and Prevention Measures;
  • Lawyer Riccardo Ecora in the Youth Observatory and Open Day;
  • Lawyer Salvatore Catalfo in the Judicial Data Acquisition Observatory.

Catania, therefore, consolidates itself as an authentic national point of reference and will know, with its desired commitment, not to disappoint the expectations placed in its qualities.

Maximum attention to the issues of future law: from artificial intelligence (the first conference will be held in the Meeting Room of the Court of Catania on 10 May at 3.30 pm); to telematic and intra-family crime; to the protection of the end of life and effective gender identity. These are the challenges that await us. While waiting for the thirtieth anniversary of the killing of the lawyer to be celebrated in 2025. Serafino Famà.

Our country should not miss the opportunity, on this occasion, to emblematically relaunch the issues of the defender’s freedom and the protection of his courage and autonomy; which were, unfortunately, at the basis of the retaliatory and crazy logic that determined that bloody event.

We are ready to face these and other challenges but we need everyone’s authentic involvement. The time of true and unlimited commitment awaits us; with its deadlines, its pitfalls but with equally desirable prospects.
