“An act to protect the population”

A new ban order was signed today by the mayor of Chieti and concerns the Bella Dormiente condominium, located in via Don Giovanni Minzoni.

This is yet another measure linked to the hydrogeological instability that has been affecting the Santa Maria area for some time, where other condominiums have already been evicted previously. In the latter case, as announced by the Municipality of Chieti, the ordinance was made necessary in light of the latest data on the monitoring of the hydrogeological situation in the area concerned. “The area is one of the most affected by the collapse – states the mayor Diego Ferrara – which is why it is kept under very strict control by the Municipality thanks to the synergy desired and activated with the national, regional and municipal Civil Protection, as well as with the University of Annunzio, with whom we have a continuous collaborative relationship, which has been strengthened with the recognition of the state of emergency we requested and obtained with a Government decree in August. The latest report from this composite group which actively involves the Department of Engineering and Geology of our University, notes the presence of an “extremely dangerous” condition for the Santa Maria area, delimited with the council resolution of July 2023 and included in the hydrogeological management plan, an act that we produced because an update had been missing for years” .

The “use ban” order will be notified to the tenants still living in the apartments. “It was necessary to secure the condominiums, about 40 people, with whom we are already talking and many of whom have already identified alternative accommodation. The remaining groups will be hosted for now in the affiliated accommodation facilities – the mayor further states – for emergency reception, but it is our intention to also intercept other options, not least that of being able to take advantage of free apartments, to be rented thanks to contributions for independent accommodation, sums available to those in these conditions. Many citizens who have had to abandon their homes, they can rely on it, requesting it through the public notice that we prepared as soon as the dedicated civil protection funds were activated”.

The critical issues that led to the ordinance also saw the situation of the Bella Dormiente condominium worsen from month to month. As stated in the report, the lesions are widespread and of different extent: “there are lesions of the light damage type (less than and equal to 2 mm) for an extension of less than 1/3 of the surface of the building and of medium-severe type (less than 2 mm and less than equal to 5 mm) and in some situations also of the very serious type (less than equal to 5 mm) for an extension of less than 1/3, clearly visible on the partition infills” and, furthermore: ” the subsidence involving the north-east side of the building is particularly evident, with damage to all the upper floors and consequent loss of horizontality of the floors and malfunction of the fixtures”.

The Municipality specifies that the provision is temporary in nature, as it is linked to the activation and duration necessary for the execution of actions and interventions aimed at bringing conditions back within the limits of safety to guarantee public safety. “It is currently the only possible tool to insure residents from dangers, inconveniences and possible damages – says the mayor -. We knew straight away that this disruption, together with the economic and financial one, would be one of the biggest problems of the administration, for this reason, despite having equally serious economic problems, we have activated all possible and never before attempted actions: interventions to make the area safe, already present in our first three-year period of public works; expansion and financing of the monitoring they have; allowed the situation to be constantly monitored, intervening with interdiction acts both on condominiums and on the two schools present in the area; creation of a study and intervention unit with the national Civil Protection Agency, with the regional one and also with the university d’Annunzio; we have updated the perimeter of the dangerous areas by including those not included in the Pai cartography, an action that has been awaited for years, necessary to have further attention and funds to act on a broader front; we asked for the state of emergency, pushing through the Region so that Chieti could also have an open and recognized front to fight the phenomenon like other Abruzzo and Italian cities. In the meantime we have put in place interventions that are about to start in the area, together with other activities also to start talking about the future of the buildings where there are accommodations that have become dangerous, some of which need to be demolished. All this by always sharing with residents, committees and local authorities the actions necessary to protect people’s lives, for which we are responsible as a city institution.”
