Good practices in territorial governance: Asi Caserta – Unicri agreement

Asi Caserta and the United Nations Interregional Institute for Research on Crime and Justice (Unicri) will collaborate to strengthen prevention and resilience strategies against organized crime. The partnership was formalized with the signing of a Memorandum of Understanding this morning in the presence of the Deputy Minister of Foreign Affairs and International Cooperation Edmondo Cirielli.

“It is a project that starts a virtuous circle, it is a step forward in the path of change of our community by investing in work, in the least, in social and sustainable industrial development – ​​commented the president of the Asi Caserta Consortium Raffaela Pignetti -. The activities implemented by ASI on strategic development, environmental, security, sport and social assets become a model of good practices to be strengthened and disseminated. Creating the conditions to improve the quality of life of a community contributes significantly to increasing the productivity of an area and at the same time reducing the influence and impact of organized crime”.

Leif Villadsen, interim director of Unicri, underlined the importance of the project which “is based on the awareness that the multiple challenges posed by criminal networks require innovative solutions for which no single entity possesses all the necessary resources, skills and capabilities. We are pleased to start this collaboration with Asi Caserta, to create effective models and strengthen crime prevention and community resilience. Public-private partnerships offer unique opportunities to test new ideas, promoting a more dynamic approach that involves local communities in tackling the root causes of crime and violence. We believe that this project is a step forward in strengthening our common commitment towards achieving Goal 16 of the 2030 Agenda which aims to promote peaceful and equitable societies, ensure justice and build effective, accountable and inclusive institutions at all levels ”.

The cooperation project includes a vast series of strategic actions and is structured in three phases: the first involves the search for good practices in combating organized crime developed at local level, analyzing the needs, challenges and vulnerabilities linked to the context to identify prevention interventions and measures that could improve the levels of safety and liveability of the area.

The results of the analytical study will form the basis for the development of the training and action development program in the second phase. This phase involves the involvement of the public and private sectors in a training program with a specific focus on: combating corruption; prevention and fight against counterfeiting; food safety and sustainable supply chains; alternative measures to detention (with the involvement of companies operating in the area); support for social inclusion and promotion of sport as a tool to prevent juvenile delinquency.

The third phase involves the use of the results of the research and the training program in the development of an effective public-private cooperation model that can be adapted and applied to contexts other than the Italian one.

The ceremony, which took place at the Grand Hotel Vanvitelli, saw, among others, speeches by the director of the General Directorate of Prisoners and Treatment of the Department for Penitentiary Administration of the Ministry of Justice, Giancarlo CirielliOf Giuseppe Castaldoprefect of Caserta, of Andrea Grassipolice commissioner of Caserta, of Armida Filippelliregional councilor for professional training, of Valeria Ciarambinovice-president of the Regional Council, and of Federico Gianassimember of the Justice Commission of the Chamber of Deputies.
