Everyone against the director of San Pio Maria Morgate. The manager deserted the mayors’ assembly at Palazzo Mosti, attracting the ire of the mayors.
The meeting was called to take stock of the issue of the Sant’Alfonso Maria dei Liguori hospital in Sant’Agata dei Goti.
The Caudino hospital suffered all the drastic consequences of the cuts made to the healthcare sector and was gradually weakened despite five years of battles.
Now the risk of the emergency room being closed during the night has given rise to new concerns and protests.
“We must be united in a battle that concerns the entire territory and demand serious behavior from all the actors: Municipality, Region and also Hospital. Everyone must assume their own responsibilities” begins Clemente Mastella who announces “The director of San Pio Morgante does not participate in this meeting, it is the second time this has happened and I repeat that this is a serious institutional disgrace. I therefore propose to put this deplorable attitude on paper.”
The mayor of Benevento continues “I will adjourn the meeting, convening the assembly in front of the San Pio hospital where we will demonstrate to be received, we are even willing to go on hunger strike”.
Therefore the reading of the letter sent by Morgante to describe the activities of the Caudino hospital.
“If what was written here would be true – insisted the mayor of Sant’Agata dei Goti, Salvatore Riccio – this morning’s meeting would not have been necessary. The hospital has been totally weakened and therefore we will continue our battle until the implementation of decree 41/2019 which provides for the full operation of the structure”.
The mayor of Bucciano, Pasquale Matera, the mayor of Limatola, Domenico Parisi, the mayor of Dugenta, Clemente Di Cerbo, the mayor of Frasso Telesino Pasquale Viscusi, the mayor of Faicchio (and president of the Province) Nino Lombardi.
Everyone said they were ready to share Mastella’s position and ask for a discussion with DG Morgante.
The citizens of the Civic Movement for the Hospital were also present, for them the intervention of Maria Rosaria Oropallo who described the difficult situation in which the hospital finds itself: “At the Santagatese Hospital there is only one department active, that of general medicine, understaffed. Doctors and nurses must divide their time between the aforementioned department and an emergency room which, despite the unquestionable commitment of the staff, is not able to provide a fully adequate response to the needs of those who go there. From April 29th, night shifts will no longer be guaranteed in the emergency room which risks closing and becoming a first aid point. At present, compliance with the care standards of the LEAs and the correct response to the health needs of the population are not guaranteed; – the fate of the hospital is proceeding in the opposite direction compared to what is reported in the documents which were also sent to our Municipality” .

“The Assembly of Mayors condemns the absence of the General Director of the San Pio hospital at today’s meeting. Formally invited by the Mayor of Benevento to participate, also by virtue of the crucial importance of the topic on the agenda, the Assembly noted with disappointment the unwillingness to take part directly in the work. The repeated unwillingness to dialogue with the Mayors and discuss the problems of hospital healthcare in the Sannio, cornerstones of democracy in the area, denotes a posture that violates the canons of correct institutional interlocution. The Assembly therefore condemns a method that erects a barrier between institutions and, by undermining dialogue, delays the finding of the most effective solutions to address and resolve problems;
also considers the simple transmission of a written letter by Director Morgante with descriptive and summary content to be insufficient;
reiterates the centrality of the Sant’Alfonso Maria de’Liguori di Sant’Agata de’Goti garrison in the provincial health system, fundamental both to guarantee adequate assistance to a large demographic basin and to decongest the garrison of the City of Benevento, in its faced with problems of overcrowding and shortage of personnel in emergency medicine. It therefore requests that the full operation of the emergency room be guaranteed and that a plan be developed to guarantee the full functionality of other departments and activities as well, in compliance with the healthcare offering objectives set out in Dca 41/2019 and the company act adopted by the management of San Pio and approved by the Regional Council on 16 November 2023.
In order to encourage the reactivation of a correct institutional dialogue, he instructs the president of the Mayors’ Assembly Clemente Mastella to request a meeting with the President of the Regional Council to propose that the general directors of the San Pio hospital and the general director of the ASL report, every six months, on the state of provincial healthcare with the simultaneous availability to accept proposals and observations possibly formulated by the members of the Assembly of Mayors”.
