Lombardy: cuts in expenses for disability support

In Milan, in Piazza Duca d’Aosta, yesterday the 16th the opening took place an event sponsored by the Federation among National Associations of People with Disabilities (FAND) and the Italian Federation for Overcoming Handicaps (FISH), two of the largest organizations for the protection of people with disabilities. FAND and FISH called this demonstration, even though in the previous days they had been silent in the face of grassroots associations’ initiatives against the cuts.

FAND and FISH contest the cuts operated by Lombardy region to the Company Titles. By Social Titles we mean measures B1 and B2, aimed at people with very serious and serious disabilities. With these measures, people with disabilities are able to pay, albeit with difficulty caregiver that is, people who assist people with disabilities.
It must be said incidentally that there is no state legislation that establishes this distinction assumed by the Region between very serious disability and serious disability and that, moreover, it is a distinction that has no scientific basis, but is only an administrative invention.

The regional authorities were careful not to be present, they avoided the dialogue. However, they have allocated ten million euros for institutional communication, which also includes a channel TikTokand it’s not a joke.
Meanwhile Alessandra Locatelli (Lega), minister without portfolio for disabilities, proudly reiterated her revolution: the word handicapped will no longer be used in public documents.

There Lombardy region has decided that funding to support disabilities will be reduced by 90%, justifying this reduction with a reference to National plan on disabilitieswhose funds will not be disbursed in 2024.
The Lombardy Region with its resolutions has indicated that the reduction will be compensated by an increase in dedicated public services. This position raises at least two questions.
When is a promise enough to increase and improve public services, of which no definition appears, and which are already lacking if not absent? And then there is a proposed trade: certain vs. uncertain.
Because people with disabilities must be deprived of the ability to choose to live an independent life, with caregiver of their choice, and must they be forced to go to a nursing home (RSA)? Among other things, it is now established that a disabled person in their home costs the State less than a hospitalized disabled person.

To conclude and without being exhaustive, that of the quality of public services it is a problem that does not only concern the world of disability. Also yesterday I tried to book a urological visit through the National Health System. They gave me an appointment on August 27th. Driven by urgency I tried to book privately. Well privately I could be visited just 24 hours from the time of my booking request. Simply 140 euros would have been enough. I still have to decide whether to go for a visit soon by opening my wallet. And I’m not the only one in this situation. Handicapped or not.
