REGGIO EMILIA – After the dark years of the pandemic and the energy crisis (which broke out in 2022 and is still being followed carefully) the Asp “City of people” of Reggio Emilia expects to close the 2024 financial year with its accounts in balance. This is what we read in the budget resolution approved by the company’s top management on March 25th. In detail, revenues are estimated at 41.9 million, against costs of 40.2. The difference (1.7 million) once taxes have been deducted even leads to a very modest profit (around 50 euros).

From the tables it then emerges that as regards user fees, the adjustments to regional legislation should bring in revenues of 27.5 million, an increase compared to the estimated final value for 2023 of 26.3 million. This year, the services offered by the ASP on the basis of service contracts with the Municipality, Fcr and ASL are “at full capacity and all available to citizens”.

The list includes residential assistance for non-self-sufficient, self-sufficient and discharged elderly people from psychiatric facilities which is carried out in eight facilities, of which seven are accredited and one – the current retirement home, located in the historic city center at the Omozzoli Parisetti – no. The total beds are 520 for permanent hospitalizations and five for temporary ones.

In February, in fact, the five places that were previously reserved for possible Covid quarantines also became “occupiable” again. The ASP also manages 19 protected apartments for residential care for the elderly and five day centres. The support activities for disabled people are carried out in two structures (one residential and one semi-residential), for 18 and 16 users respectively, in addition to seven apartments located in two residential condominiums for disabled people with different degrees of autonomy.

For minors, three directly managed residential educational communities and a family day service are active. Furthermore, an afternoon educational center and a further daytime multi-service center for minors with disabilities followed by the ASL child neuropsychiatry services. 2024 will also be the last year of the “Care Leavers” project, aimed at newly adults who live outside their family of origin and who have been supported by services following a provision from the judicial authority, while the reception (in two structures) of unaccompanied foreign minors.

Finally, the personal services company coordinates a cohousing project aimed at families in fragile conditions identified by the Municipality and supported by special educational staff. The four nuclei involved (the maximum of those expected) are housed in the premises of an educational community closed in 2017.
