The arrival of the new legislative decree on tax matters which contained changes regarding IRPEF and IRES has been postponed in the Council of Ministers. Among the new features there would be an allowance for 2024 in the thirteenth month of no more than 100 euros in favor of employees who have a total income of no more than 28 thousand euros and have at least one dependent child and spouse. The problem is the coverage, as Minister Giorgetti recalled, the Superbonus weighs like a boulder on the state coffers. «Differently from the effects on net debt, the revision of the costs relating to the Superbonus will impact on the trends in needs and debt according to the profile of actual use of the benefits. It is estimated that the lower revenue due to the flow of tax credits relating to building bonuses used as compensation will significantly impact the dynamics of public debt until 2026″.

If the situation remains this way, for the next financial maneuver in 2025, 18 billion euros will have to be found just to confirm the measures already launched. But how much did the Superbonus cost us? A figure which, added to the “facade bonus” and cost estimates for the whole of 2023, reaches 130 billion euros. According to Eurostat, Italy’s public deficit to GDP ratio (-7.4%) is the highest in Europe. And to understand how important the Superbonus is, it would be enough to look at the example of Portugal which ten years ago started from a situation similar to ours but which today has recorded a decrease in the ratio between deficit and GDP among the best in the European Union. And this is also because instead of the Superbonus it opted for an incentive policy. The draft bill on Artificial Intelligence was discussed in the Council of Ministers. To grow the sector and support startups, the State, through Cassa Depositi e Prestiti, is ready to invest one billion euros.

But in the draft, made up of 26 articles, there is the executive’s attempt to pursue possible developments in AI. Meanwhile, the Agency for Digital Italy and the Cybersecurity Agency become the two national authorities for artificial intelligence. A limit is placed on the use of AI in the judicial field where it can only be used for the organization and simplification of work. Anyone who creates unfair damage through the use of AI will be punished from 1 to 5 years. While the application of AI in public administration can be used to speed up and increase productivity. Children under the age of 14 will not be able to access AI technologies without parental consent. While use in the information sector must take place without “prejudice to the freedom and pluralism of the means of communication”. The application of this new technology must maintain an anthropocentric vision and for this reason the systems and models “must not jeopardize the democratic method of carrying out institutional and political life”.
