The notice for “Business start-up aid for young farmers” of the Lazio Region has been published. The measure, for which a total of 25 million euros have been allocated, aims to encourage generational turnover in the management of agricultural businesses through the payment of a premium for young farmers who settle on a farm for the first time. The maximum contribution granted for the settlement amounts to 50 thousand euros for settlements in an ordinary area and 70 thousand euros for settlements in a disadvantaged area. You have until June 17, 2024 to submit applications.

Who is the announcement addressed to?

Young farmers between the ages of 18 and 40 who are setting up for the first time in an agricultural business of adequate economic size, in possession of their own tax and social security position and adequate professional qualifications and skills can benefit from the financing. and who create a business development plan.

Young farmers, all the procedures for setting up

The settlement is limited to young farmers in possession of an agricultural company of minimum economic size, in terms of standard gross production (PLS), not less than 15,000.00 euros reduced to 10,000.00 euros in the case of companies located in areas mountain areas as identified and classified in application of community regulations, and in any case with a Pls not exceeding 250,000 euros.

The installation is considered completed if the young person has “established himself as sole head of the company” after having acquired the availability, having opened the VAT number in the agricultural field, having registered with the Chamber of Commerce, Industry and Crafts (Ateco code 01) and finally, having completed the procedure for regularizing the social security position (INPS), obtaining definitive registration. The aforementioned young farmers can establish themselves as owners of an individual business or in a newly established agricultural company (of people, capital or cooperative), with the characteristics provided for by Legislative Decree 99/2004 and subsequent amendments.

The date of first establishment means the date of registration with the Chamber of Commerce (Cciaa) with Ateco code 01, which must be carried out before submitting the application for support and, in any case, no earlier than 24 months prior to the publication of this public notice. .

What is meant by disadvantaged areas?

Disadvantaged mountain areas must be understood as those of Directive 75/268/EEC, while for other disadvantaged areas the municipalities identified in the new delimitation approved with Ministerial Decree 6277 of 06/08/2020 (“New ANC delimitation” to the PSR) must be taken into consideration 2014-2022.)

To benefit from the increased premium for mountainous and disadvantaged areas, the company where the establishment takes place must satisfy all the following conditions:

– the prevalence (51%) of the used agricultural area (UAA) must fall in a mountainous or disadvantaged area.
– The prevalence (51%) of Pls must be attributable to crops located in mountainous or disadvantaged areas.
– The company center must be located in a mountainous or disadvantaged area.

How will the premium be paid to young farmers?

The premium will be paid in two installments, of which the first represents 70% and the second the remaining 30% of the amount.

The payment of the first installment is subject to the presentation of the documentation deemed valid to demonstrate the start of the business development plan within nine months of the individual decision to grant the aid (grant deed).

The payment of the second and final installment, once the status of “active farmer” has been acquired, is subject to:

  • the correct and complete implementation of the business development plan, which must take place within 36 months from notification of the provision granting the bonus;
  • the possession of adequate professional knowledge and skills;
  • obtaining definitive registration with INPS;
  • to obtain the qualification of Iap or Cd.

The submission of the application for support must take place through the exclusive use of the specific IT procedure using the online functionality by connecting to the portal of the National Agricultural Information System (Sian). Before submitting the application for support, the applicant must establish or update the single company file. Interested parties can submit the application directly or make use of the Agricultural Assistance Centers (CAA) or other entities authorized by the Region exclusively for the compilation phases, subject to delegation.
