It will probably be the last act of the von der Leyen Commission. A decision taken before closing the boxes and leaving the leadership of the EU executive. From Berlaymont Palace they formally announced that Ukraine And Moldova comply with all the necessary requirements for accession to the European Union. In this way, the Commission finishes its evaluation work and sends the dossier to the table of the Member States which, unanimouslythey will have to agree i negotiating frameworks and start negotiations with governments.

The news had already circulated thanks to the rumors gathered by Financial Timesbut the official announcement came from the spokesperson for enlargement of the European Commission, Ana Pisonero: the requirements, ranging from Rule of law at the fight against corruptionthe adaptation of judicial system and respect for human rights, “have been achieved and it is now up to the States to continue the discussion on the next steps”. The topic was addressed today at the meeting of the ambassadors of the 27 (Coreper) in the session on Moldova and Ukraine. “We can confirm that the Commission has provided updates to member states and we believe that all steps have been respected by the two countries.”

Now it’s up to the states to take charge of the dossier. Almost everyone agrees, sources say Brusselsexcept for Hungary who continues to have doubts: “Almost all Member States welcomed the Commission’s reports on the progress made by Ukraine and Moldova on the accession path and endorsed them, calling on the Presidency to hold both intergovernmental conferences by the end of the month.” Budapesthowever, “doubts the Commission’s assessment and still wants to see a number of things in the negotiating frameworks, even if this was not the topic of today’s discussions”.

Now it is up to the EU Council to agree on the negotiating frameworks unanimously and start the first intergovernmental conferences with both countries. The Belgian presidency, we understand, is preparing everything to ensure that both conferences take place on the sidelines of the General Affairs Council on 25 June in Luxembourg with the aim of reaching a total consensus.
