Not a simple operation but, according to the Genoese prosecutors, the entrepreneur would have completed it by “oiling” the mechanisms of the public administration. The free beach of Punta dell’Olmo, close to the complex of the former Bergamo colonies in Celle Ligure (Savona) it should have become the exclusive outlet of the future resort.
Electoral support in exchange for construction practice
Aldo Spinelli and his son Roberto, head of the company that is carrying out the redevelopment of the area, they promised the president of the Liguria Region Giovanni Toti 74,100 euros for the support of the electoral campaign against the commitment – we read in the prosecutor’s papers – of “find a solution” and to «facilitate a construction practice» within the same real estate transaction. It is one of the reasons that led to the arrest for corruption of the Ligurian governor, now under house arrest, and of Spinelli father and son, as well as other leading figures in Ligurian politics and economics and people linked to organized crime.

Lpurchase of the former Bergamo colonies from the Diocese of Savona by Spinelli took place around 2010. The complex in ruins but overlooking the sea, among maritime pines and palm trees, has been the subject of renovation for some time. In the past there had been several stops and controversies due to the excessive increase in built volumes. The residents and environmentalist committees, involving the former Genoa prosecutor Francesco Cozzi (now the ombudsman of the Liguria region) they had reported violations of the territorial landscape coordination plan that protects the former Colonies. Even the province of Savona, in 2022, had expressed the illegitimacy of the construction with respect to the legislation but after some additions provided by Spinelli’s company and the Municipality of Celle Ligure, it had given the green light. The document was signed by the then director of the Province Giulia Colangelowhich ended up at the center of a storm last October for alleged mistreatment of employees, abuse of office and forgery of public documents.
Toti’s “concessions” for the terminal and port areas
For the Genoa prosecutor’s office, Toti would also have helped the Spinellis to obtain concessions and renewals for spaces in the port, including the practice of renewing the concession of the Bulk Terminal for thirty years, the assignment of the former Carbonile Itar and Carbonile Levante port spaces and a state-owned area used by Società Autostrade (ASPI). Furthermore, Toti would have facilitated Spinelli in the practice of the “tombing” of Calata Concenter.
