Fourth meeting of the Ministry/Unions PNRR technical table. No concrete response to the problems reported by the FLC CGIL

It took place on April 29th fourth meeting of the technical table on the PNRR in the presence of trade unions. The administration represented by the General Director of the Mission Unit on the PNRR, Dr. Montesarchio, at the opening of the proceedings, reported the regular resumption of roundtable appointments.

The Mission Unit has made known a discussion with the MEF to verify the possibility of a adjustment of deadlines and to provide an interim advance to schools in difficulty for cash advances on supplies. Furthermore, the oft-announced kit for the definition of tasks and assignments to economic operators relating to the actions envisaged for STEM and Multilingualism (DM 65/2023) is arriving, while an in-depth analysis is still necessary for the issuing of operational instructions on investment line of territorial gaps (DM 19/2024). By the end of May, advance payments will be made for the start of the activities planned for STEM and Multilingualism and for the digital transition (DM 65 and DM 66). However, as requested by us, the instructions relating to the management of the funds of the sized schools will not arrive since the dimensional data itself, according to the Mission Unit, will not be available before the end of August.

In our speech we declared the insufficiency of the Administration’s responses and underlined all of them for the umpteenth time critical issues relating to the management of PNRR funds that, even at this table, they did not find concrete evidence. We reiterated: the stringent timescales, the enormous workloads of the DS, DSGA and secretariats now collapsing, the failure to extend the school collaborators, the problem of cash advances, the slowdown in supplies by companies which is creating problems in reporting phase to schools, the remuneration of school managers.

On the sidelines of the meeting we highlighted the need to find a solution for the inclusion of the PNRR assistants’ contracts in Sidi after the expiration of March 31st. We have proposed to the ministry to take care of this problem through a rule/provision that modifies the term in question.

Once again the Administration does not take into account the difficulties and needs of the schools. All the reasons for our protest are confirmed.
