Security and organized crime, reports from the Liguria Regional Observatory presented

Liguria is perceived as safer than the national figure, but reports of disappearances, crimes and gender violence are increasing

Liguria appears safer than the national context and that of the North-West but also presents some elements that require attention. This is the summary data that emerges from the annual reports of the Regional Observatory on security and organized crime, prepared by Liguria Ricerche, an in-house company of the Liguria Region, taking into consideration the data from Istat sources.

The documentation, delivered and presented by the Liguria Region in the Transparency Room to the civil and military authorities, provides an overview of the crimes reported by the Police Forces to the Judicial Authority and an analysis of the phenomena linked to organized crime, as well as monitoring the situation of the assets confiscated.

In particular, it is noted that, in 2022, the perception of the risk of crime is lower in Liguria (18.3%) compared to the national figure (21.9%) and the North-West (22.3%), as well as improves the perception of safety of citizens who walk alone in the dark (+8.1 percentage points compared to 2018). Reports of disappearances are increasing (recently published data indicates 851 reports for Liguria in 2023, +18% compared to 2022), as are reported crimes (65 thousand, +4.4% compared to 2021). Theft remains the most widespread crime (37%), followed by damage (17%) and computer scams and fraud (12%). As regards gender-based violence, an increase in calls to the helpline was recorded between 2018 and 2022 (+10%).

On the organized crime front, it is noted that as of 1 December 2023 in Liguria there were 444 assets confiscated from the mafias, of which 275 are still managed by the National Agency for the administration and destination of assets seized and confiscated from organized crime (ANBSC) and 169 already allocated. The highest volume of goods is found in the province of Genoa (214). Thanks to recent regulatory changes, the Liguria Region will support the recovery activity of confiscated assets with 600 thousand euros per year, and with a specific budget chapter, allowing local authorities to submit a contribution application even in a phase prior to the ANBSC decree destination of the good.

It therefore appears important for the regional body to monitor the situation relating to security on its territory, also through the analysis of statistical information relating to the commission of crimes and their characteristics and dynamics over time – explains the Regional Councilor for Development Economic and Security Alessio Piana – in this perspective, the Regional Observatory on security and organized crime represents an important information and monitoring tool used by the regional body to support its activities in the field of integrated security, as well as a means of information for citizenship and promotion of the culture of legality, with reference to regional policies for the valorisation of assets confiscated from organized crime present in the Liguria area”.

The papers drawn up with the collaboration of professors Vittorio Mete and Vincenzo Scalia of the University of Florence, of the experts of the Milan tax law firm EY, the lawyers Serena M. Spadavecchia and Gianluigi A. Muscas and of Libera Liguria, also contain thematic insights on mafias in Liguria, on baby gangs, on cybercrime and on video recording and surveillance systems.

In addition to drafting the two reports, Liguria Ricerche manages an interactive dashboard, an innovative tool that allows you to view and explore the annual data from Istat collected by the Prefectures relating to the topic of safety, and make a comparison between the various realities territorial.
