Four engineers, professors who are experts in mechanics, hydraulics, construction and electrical systems will be called upon to help investigators understand what happened on April 9th at the Enel Green Power plant on Lake Suviana in Bargi in the municipality of Camugnanothe serious accident where seven people died while they were carrying out an underground test on the turbine and six other workers were injured by an explosion and the resulting collapses.
It is one of the first important steps taken by the Bologna Prosecutor’s Office, which in recent days has heard several witnesses and people informed about the facts to understand the context and has now set the assignment of the task to the technical consultants in the field for 3 May at 2.30 pm of an investigation still without suspects: Carlo Alberto Nucci, full professor of electrical energy systems at the University of Bologna; Vincenzo Parenti Castelli, professor emeritus and former full professor of mechanics applied to machines also at Unibo; Enio Paris, also emeritus and former professor of hydraulics at the University of Florence; finally Domenico Pianese, professor of hydraulic, maritime constructions and hydrology at the Federico II University of Naples.
On that occasion the specific questions will be formalized. The objective is to ascertain the dynamics and causes of the disaster and the consequent possible criminal liability, in a situation where there is a risk of modification of the state of the places and of the elements useful for the reconstruction of the events. To do this, the black box of the control panel will be analyzed. The choice is therefore to continue to proceed, at least for now, against unknown persons, without warnings, in a file coordinated by the chief prosecutor Giuseppe Amato and by the prosecutors Flavio Lazzarini and Michela Guidi for the crimes of unnamed manslaughter, manslaughter on the multiple jobs and negligent injuries at work. The families of the victims, Vincenzo Franchina, Pavel Petronel Tanase, Mario Pisani, Paolo Casiraghi, Adriano Scandellari, Alessandro D’Andrea and Vincenzo Garzillo, will be able to participate through their lawyers and consultants, as will those injured in the accident: six offended people identified among those who suffered injuries.
In the meantime, the investigations entrusted to a pool that includes various police forces will continue in parallel with the technical assessment. We will continue with the hearings of those who can explain what may have happened the minutes before the accident and understand if in the previous days there had been signs of something not going as it should. Finally, and it is not a small problem for the investigations, the operations to empty the water from the plant must be completed: it will take about three months.
