As we learn from a news published on 18 April 2024 on the Anci website, the Association has launched an urgent appeal to the Government and Parliament to intervene decisively regarding the management of the tariffs of “Waste collection service”, in order to prevent disputes and prevent increases in the Tari. The complications arise mainly from the application of the Arera regulations and from the legal events linked to the “minimal facilities”, crucial for the waste management cycle.

The situation worsened after the Council of State annulled some decisions of Arera which had established the criteria for defining these plants. These Rulings caused the cancellation of the previous Arera Decisions, leaving a regulatory void for the years 2022 and 2023 and leading to a possible increase in tariffs starting from this year.

Anci underlines that, without timely intervention, the Citizens of the Regions concerned could find themselves forced to repay the difference in the tariffs of the minimum facilities for the aforementioned years, increasing the burden of the Tari despite the presence of the “National waste management plan”, which from June 2022 provides for regulated tariffs.

The problem also extends to the drafting of the Economic and Financial Plans (Pef) for 2024, with the next deadline of 30 April appearing “unsustainable” for many local realities. The uncertainty extends to the two-year period 2024-2025, for which there are delays in updating the PEF, making it impossible to approve the tariffs within the expected deadlines.

In this context of crisis, Anci has already attempted to mobilize the Government by proposing an amendment that would extend the expiry of PEFs and related tariffs to 30 June, but without success. The request now is that both the Government and Parliament recognize the seriousness of the situation and act quickly to extend the deadlines for drawing up the PEFs until at least 30 June and to find an intermediate solution for the annuities without regulation, thus avoiding an increase in tariffs that would burden numerous Italian citizens.

According to what was announced by the Minister for Relations with Parliament, Luca Ciriani, the government’s amendment to the superbonus decree was filed on 18 April and is being examined by the Senate Finance Committee, which provides for the deferral to 30 June 2024. of the deadline for the Municipalities to approve the PEFs and the tariffs relating to the TARI.
