Access to the sea, the Council approves the executive project: yesterday’s debate

The meeting of the Simeri Crichi municipal council was held yesterday afternoon which brought together the majority and opposition at the Town Hall to discuss the only point on the agenda concerning the “Marincoli road construction works, not compliant with urban planning provisions, to be carried out by the Municipality. Approval of the executive project, constituting the adoption of a variation to the urban planning instrument”, a point postponed in the last session due to an explicit request from councilor Canistrà. The meeting saw the presence of all the councilors, and was chaired by the councillor Francesco Alberto with the participation of the acting secretary Lawyer Antonio Giulino.

Once the minutes of the previous council meeting have been approved, the mayor takes the floor, illustrating the interventions that the administration would implement in the marine area at the center of the item on the agenda. «We wanted this point to be approved quickly because we would like there to be a homogeneous redevelopment of all accesses to the sea by the summer» this is the premise of Zicchinella who also reported the approval of the preliminary project for the redevelopment and the simultaneous enlargement of the final stretch of Via Po, up to the access to the sea, with the construction of sidewalks and a roundabout. Furthermore, the mayor informed the councilors of a new meeting with the administration he will have with Italia Turismo on May 9th for an interview that will lead to the definition of the works on the new seafront in the Chiusa area, the construction site which could already be started for the upcoming summer season.

At the end of the speech, the councilor asks to speak Joseph Canistrà, reiterating that he would have liked a broader and more general project on the Simeri Mare road system with subsequent subdivision into functional lots, in particular with a targeted intervention on the road that runs alongside the Costa Azzurra village in the section parallel to the sea. Analysis to which Zicchinella responds by specifying how «the approval of today’s point has the objective of creating a first lot and then proceeding, after expropriation, to connect the Eucaliptus to Marincoli, in the broader vision of creating continuity – at least cycle-pedestrian – between the Homomorto, Chiusa and Marincoli areas with the widening of access to the sea and the creation of new parking areas to prevent cars from parking inside the pine forest.

The next intervention is that of the councilor Luigi Talarico, in agreement on the development of the sea area, on the redevelopment of the outlets on the beach and on the fact that one should not park in the pine forest but which raises several doubts on the usefulness of the link road that will connect the Eucaliptus village with the Maricoli area as, he explained Talarico, the village in question already has two accesses to the sea and the new road will not connect with a municipal road but with the private roads of the village itself. Zicchinella intervenes again, explaining how the municipality is closing an agreement so that the roads subject to Talarico’s intervention will soon become municipal responsibility, “Working on it today – specified the mayor – means being far-sighted, before further problems are created. A municipality that does not have communication between the three areas of the marine zone is a municipality that has failed. Eucaliptus is a public village, its streets will become municipal. We must overcome these previous critical issues.”

Before moving on to vote on the item, the councilor takes the floor Alessio Zangari, hoping that the minority councilors will also be given the opportunity to take an active part in the planning of the interventions in question and in the drafting of the PSC, “in a democratic and cooperative process” stated Zangari, considering it important the creation of the often referred to commissions work, the same ones that Zicchinella instead defined as fruitless, inviting all councilors to follow and find out about any administrative activity through the appropriate municipal offices. «It is not enough to discuss the technical aspects with the offices alone, political discussion is also essential» insisted Zangari in turn. Therefore taking advantage of the presence of the manager of the municipal technical office, Eng. Pasquale Barbuto, the mayor has therefore proposed the creation of “plan conferences” to which each councilor will be invited to take an active part in the administration’s work.

The point was approved with the favorable opinion of the majority and the abstention of all four opposition councilors.

A small parenthesis during the debate that preceded the vote was that between the mayor and the councilor Luigi Talarico regarding the tax issue which concerns citizens residing in the Eucaliptus village of Simeri Mare. Zicchinella explained how, during a condominium meeting last Friday, an initial allocation of 50 thousand euros was approved against the total 800 thousand debt that the condominium in question has accumulated over the years from unpaid taxes to the municipal body. A sum that councilor Talarico considered to be negligible compared to the total, specifying how, on the contrary, many citizens who have always paid taxes to the Municipality, have received important tax bills and administrative detentions in recent days. The mayor considered it already a big step that the condominium recognized all the debts with “a great assumption of responsibility and without boasting of prescriptions or failure to provide services by the Municipality”.

The council meeting closes at 6.24pm after an hour of debate considering the start is later than the 5pm indicated in the invitation.
