Covered market, meeting between Municipality and operators but not two hours of discussion

Two hours of discussion to stay on the starting positions. Or, if you prefer, like in a board game, where at the end of the “round” the pawns always return to the starting square. Thus ended yesterday afternoon, Friday 19 April, a Commission dedicated to the new regulation of the covered market in Viale Dante, but which in the end did nothing but exacerbate the ongoing dispute between the municipal administration and the operators, present in the classroom (in the picture) together with their lawyer Marina Ughetta as they were invited to express their opinion.

Initially, the deputy mayor Marina Chiarelli, in her role as councilor for Commerce, wanted to remind us of the need to get our hands on the regulation of the covered market (the one in force dates back to 2017), «to allow an updated operation with respect to the needs , with autonomous management of the structure by the market traders themselves. Over the last few years there have been some regulatory changes that make it necessary to adapt the contents of the regulation and then we thought it right to review the current spatial and product organization, with the aim of identifying solutions that can allow greater accessibility by operators and the definition of their relationships with the Municipality, owner of the property, also because its overall management presents differences compared to other markets”.

The crux of the matter remains the establishment of a consortium among the workers, a proposal once again rejected from the outset by the operators, but without – as has been highlighted – no noose clauses: «We must think about the current regulation – said Paolo Bamberga, one of operators of various genres – I am not against the creation of a consortium, but I don’t think we can achieve its creation with the clause that if it is not done, our parking space will be revoked. If the solution proposed to us today were to pass, we would be faced with accepting the consortium and then accepting whatever regulation is proposed to us. If the Municipality no longer wants to manage the Covered Market, it should instead consider a wide range of opportunities, including the consortium, which should be a voluntary aggregation. The “mandatory” consortia are only those appointed by the government. What we support is contained in the Civil Code and in a regional law. A Municipality regulation certainly cannot “override” them. We can’t sign blindly. Remove that clause to then arrive at a fair and satisfactory negotiation for everyone.”

Time’s up, at least for Friday. And everything is postponed to a next meeting (or meeting) between the parties.
