Fioravanti, Anci Marche: “Solid axis of municipalities, institutional levels, world of universities and research”

The digital transition will help improve emergency management and even if zero risk does not exist, much can be done to improve all phases that concern risk. Here is the summary that emerges from the morning organized on Friday 19 April by Anci Marche and the Polytechnic University of Marche with the patronage of the technical professional associations and which suggests that we are moving towards an increasingly effective response to emergencies thanks to the adoption of the most modern updates technicians.
Risk management is divided into forecasting, prevention, emergency, post-emergency and reconstruction. “Civil Protection, technology and science – said Fabrizio Curcio Head of the Civil Protection Department who spoke in connection – already collaborate very actively and this almost continuous transition phase must, however, go hand in hand with the adaptation capacity of the Public Administrations and Municipalities ”. In the room, the mayors and administrators were particularly attentive and accepted the invitation of Anci Marche, many of whom were directly involved in the earthquake and flood.
The summary of the introductory session coordinated by the Director of Anci Marche Francesca Bedeschi agreed on the need combined with the desire for everyone to do their part. In his greetings Marco D’Orazio, Pro-Rector of Univpm, co-organiser of the event, underlined “the value of the synergy between local authorities, therefore Anci Marche and the University – he said – considering the many areas of research that the university is bringing after you”. Confirming the desire to strengthen the relationship on emergency prevention issues is Marco Fioravanti, President of Anci Marche. “For us mayors – he said – who are always on the front line towards our citizens even and above all in the face of calamitous events, the first commitment is the protection of our communities and being able to learn how science is evolving is information that gives us trust and hope”. Regional Councilor Brandoni delegated by President Acquaroli, also on behalf of Councilor Aguzzi, underlined “the commitment of this council both to making the institutional chain that goes from local authorities to the government work as best as possible, and to facilitating and supporting the work of commissioners for disasters that have already occurred and for which reconstruction is underway. Deputy Mayor Zinni spoke for the Municipality of Ancona which hosted the event, with Councilor Battino also present.
From the technical contributions of the profs. Brocchini, Lenci, Quagliarini, Bernardini, Marincioni and the regional director of the Fire Brigade D’Angelo, it clearly emerged how digital systems positively influence the management and overcoming of emergencies and how research is moving to implement a continuous improvement of useful tools for communicate potential or ongoing risk situations among the operators of the civil protection system. and between these and the population, making use of technologically advanced tools. Technology must be reliable in communicating with citizens the right information in case of emergency – they said – but equally important is that the population is prepared to implement directives that safeguard lives. The digital transition comes in support in this and the new augmented reality technologies are useful for making a possible scenario virtually experienced and knowing what needs to be done. Emergencies, in fact, impose different behaviors and reactions. In the event of an earthquake, people tend to move away from buildings that could collapse and take refuge in open spaces. In the event of a flood, however, the exact opposite occurs due to the need to hold on to stable objects. From single risk, then to multi-risk. The recent earthquake in Taiwan which occurred in 2024 25 years after the previous one, thanks to the quality of the buildings, significantly reduced the number of deaths.
In the round table with the participation of Roberto Oreficini, National Vice President of the Major Risk Forecasting and Prevention Commission and consultant of Anci Marche, Sen. Guido Castelli, Commissioner for 2016 Earthquake Reconstruction and Stefano Babini, Deputy Commissioner post-flood in the Marche region, specific cases were brought up which they concern post-emergency restoration and reconstruction with respect to potential calamitous situations linked to hydraulic/hydrogeological risk and seismic risk. The Hon. Lucia Albano, Undersecretary of the Ministry of Economy and Finance, explained that in the responsibilities assigned to her by the Government “there is room – she said – for the theme of hydrogeological instability and post-earthquake reconstruction alongside the valorisation of public properties and the state property agency and that they are 2 billion from PNRR funds have been allocated for the digitalisation of public real estate”.
The issue of compulsory insurance for catastrophe damage is on the table of the Government and Parliament. The debate also remains open on a possible framework law that would homogenize and standardize reconstruction activities rather than having to resort to special laws.
From the professional orders, architects, engineers, geologists and surveyors, the availability for full collaboration to continue a path that must increasingly involve everyone in their respective skills and peculiarities”.
The conclusions were entrusted to prof. Marco D’Orazio, Pro-Rector of the Polytechnic University of Marche who agreed that “virtuous behavior depends on the culture of citizens and the university’s contribution also goes in this direction”
In the afternoon, some of the participants visited some laboratories of the Polytechnic University, experiencing digital solutions and immersive virtual reality, useful for increasing risk awareness and emergency preparedness of technicians, rescuers and the population.
