“Forlì Cambia does not answer questions about the flood? A deafening silence. The civic list Rinnoriamo Forlì takes note of yet another refusal of the current administration and its list to answer questions about how they intend to manage and prevent future flood events. This silence it is deafening: once again the citizens of Forlì are left alone. Rinnoviamo Forlì has chosen instead to respond and show its proposals for prevention and reconstruction”, is what Michele Fiumi, spokesperson for the civic list, states in a note.
Fiumi continues: “The flood of May 2023 devastated our territory, changing its appearance and geography, it destroyed our homes and took away the memories of a lifetime, it brought businesses and families to their knees. The future administration will be called to overcome the dysfunctions and shortcomings demonstrated so far in the management of the emergency. The citizens of Forlì felt abandoned both during the emergency and afterwards. Disorganized evacuation, poorly coordinated and slow relief efforts, non-existent census of people and families evacuated on the supports and on the state of the restoration works have been there for all to see. As regards prevention, a new plan is needed for emergency management, in coordination with all the municipality’s subsidiaries and in collaboration with the Civil Protection” .
“The Civil Protection Plan approved by this Administration has proven inadequate starting from the identification of the areas at hydrogeological risk and must be updated as soon as possible – continues Michele Fiumi – more human and financial resources are needed, in addition to the development of synergistic collaborations with the associations and volunteers. For the Civil Protection, it is also necessary to train new volunteer staff and strengthen the service staff in case of emergency. Prevention also means being attentive to responsible development of the city, the approval of the Urban Plan is all the more urgent General, which is integrated with the Strategy for Urban and Ecological-Environmental Quality. The creation of a technical table together with all the bodies and agencies with expertise in the hydrogeological field is urgently needed to study integrated solutions for territorial defense between the Municipality, the Region, Basin Authority, Safety Agency, Reclamation Consortium”.
“As regards reconstruction, the Mayoral Candidate Graziano Rinaldini accepted our proposal to establish the Department of Reconstruction, to supervise a task force of technicians appointed by the Municipality of Forlì who collaborate with the State and Region on future safety projects hydrogeological nature of the territory and on the restoration works of the flooded areas. The Department will be called upon to coordinate the public safety works, guide the implementation of the new civil protection and emergency plans and coordinate, together with the Councilor for Urban Planning, the implementation of the new PUG to ensure that the safety concerns of flood victims are properly listened to and taken into consideration”.
“It is all the more necessary to establish a Municipal Office for assistance to flood victims, where they can find useful information on how to fill out the building procedures relating to reconstruction and refreshments, on how to use the Sphinx system, together with Commissioner Figliuolo’s soldiers, to avoid seeing applications rejected, the ultimate mockery of a system that doesn’t work. Lastly, it is necessary to create efficient communication channels, with more meetings with citizens of the flooded neighborhoods, to keep them updated on the progress of municipal, regional and national interventions relating to the events of May 2023. We want to listen to citizens and give them the answer they have been waiting for since May 16, 2023. Because one year after that unfortunate event, we can hear the sound of the rain and no longer feel fear for the future. These are the proposals that we have included in the program and that we will also present at the walk to the hermitages and cava on the Argine del Montone organized by our mayoral candidate Graziano Rinaldini tomorrow, Tuesday 16 April, with meeting at 6.00 pm at the Gardens of Via Martiri of the Foibe, to meet the people affected by the flood”, concludes the note.
