Bandecchi: “We will fill the 72 thousand potholes on the streets of Terni”

The Terni City Council approved today – with 20 votes in favor and 11 abstentions – the purchase of a truck with a mixing machine for the execution of works in direct administration for a cost of € 171,804.00.

The New Code of Public Contracts, although not containing a specific reference to works and services to be carried out under direct administration, provides for the possibility for public administrations to independently organize the execution of works or the provision of goods and services through self-production , outsourcing and cooperation. There are not even any amount thresholds and therefore, as also indicated by the MIT, which expressed its opinion on the topic through the Public Contracts Service, the implementation of works and services under direct administration can be arranged compatibly with the organizational and staffing suitability requirements owned by the contracting authority, in this case the municipality.

The municipal administration has recently hired 4 expert operators and has established, within the Public Works – Maintenance – Heritage directorate, a logistical nucleus for the coordination and implementation of direct administration interventions, in which all the operators present on the staff have converged of the institution. In this way the municipality has equipped itself with a new organization and staff, so as to proceed with maintenance actions on the heritage and its territory with direct benefits for the community in terms of efficiency, effectiveness and cost-effectiveness. At this point, the conditions have been created for the purchase of an operational and support vehicle (lorry equipped with crane and tipper) and a construction vehicle (wheel loader with telescopic bucket and accessories); the European open tender for the acquisition on the market is currently underway.

As is known, the road network belonging to the municipal state property and its management have a priority character to guarantee the safety of road users and the community in general; wanting to pursue the objective of optimizing and reducing direct costs and continuing the internalization of maintenance interventions also of asphalt-paved roads, it is necessary to purchase a particular machine that allows the filling of potholes and various damages on the roads, (through in situ mixing with automated control, of the bituminous binder and the necessary inert material with subsequent spreading on the ground of the newly produced asphalt and subsequent manual operations aimed at the actual filling of the depressions and compacting of the material).

This is a machine made up of a normal truck specially equipped with an automatic mixing device. For the purchase of this vehicle, an expense of €171,804.00 is expected which is financially covered through a different use of the loan residues by the Cassa Depositi e Prestiti (subject to application of the restricted surplus in the 2024 financial year).
The cost savings achieved by the loans taken out for the waste disposal plant, the municipal roads, the road works, the sports facilities and the land recovery and valorisation programs therefore make it possible to cover the amount necessary to purchase the vehicle.

“The act is part of the idea that this Administration has in mind of a different management of the Municipality’s works – said the mayor Stefano Bandecchi – in particular with regard to roads and greenery. The machinery we purchase is new, the truck is used but guaranteed as new, therefore perfect. Thanks to this purchase, what is done today with over 670 thousand euros can be achieved with 50 thousand euros, quickly managing to put 72 thousand patches on the streets of the city. We will only be able to evaluate in operational terms, two people will always be available to the Municipality to carry out this type of work with a significant reduction in costs and a saving of taxpayers’ money. I underline that the price of the machinery also includes training for the operators who will have to use it, who will therefore be able to immediately intervene with maintenance actions on the roads throughout the municipal territory”.
